They also tried to tempt others to report on Falun Gong practitioners. Anyone who reported a Falun Gong practitioner would be rewarded with 200 yuan. Those thugs were recruited before by the police department to deal with those involved in gambling and prostitution, but now their salary came from the illegal imprisonment of practitioners.

The brainwashing classes are still being held. If one does not pay to get out of them or is persistent in practicing Falun Gong, he will be confined there. If one can pay the money, one will be immediately released. A lot of practitioners' families already live in debt and are forced into complete poverty so they can help their relatives escape from the persecution. According to inside sources, after several years of arresting Falun Gong practitioners, the police department and "610 Office" have found a new way of making money, that is, unlawfully and indiscriminately arresting, detaining, and imprisoning practitioners. Once the money is paid, they will release the practitioner. If you have no money, you will be sentenced, sent to labor camps or permanently detained in the Sanlizhuang Detention Center. Millions of Yuan have been collected this way by the police.

Recently, in the Shangjie District of Zhengzhou City, which is near to Yingyang City, Dafa disciples have often had their houses illegally searched. The police took money and whatever else they thought was valuable. They have simply been no different from bandits. If they saw Dafa books or materials, they immediately arrested the Falun Gong practitioner and brought him to the Yingyang Brainwashing Class, where he would be interrogated. As previously reported, Dafa practitioners, Mr. Chen Li, Ms. Liu Shuzhen, and Mr. Li Chunsheng, among others, have been arrested and the house of Ms. Qu Lijun was searched.

The thugs in Yingyang City received secret orders from the Political and Judiciary Committee and "610 Office" of Shangjie District of Zhengzhou City. In Shangjie District, they arrested practitioners, searched their homes and fined them arbitrarily. The Political and Judiciary Committee and "610 Office" of Shangjie District has held multiple rounds of brainwashing classes. With these classes, Yang Fulum, who is the director of the Comprehensive Fathering Office of Niezhai Township, the Superintendent of the Police Station of Niezhai Township, Dai Mingqiang who is Secretary of the Party Committee, former Assistant Secretary of the Political and Judiciary Committee, current Assistant Commissar of the Police Department of Shangjie District, and Assistant Secretary Zhang Hongwei have made a lot of money because of this. Among them, Zhang Hongwei strongly encouraged upper level government officials to deal with Falun Gong in the strictest manner. Many cases of injustice against the Falun Gong practitioners of Shangjie District can be traced back to Zhang Hongwei.
