Several days ago, a local residential committee official in Shijiazhuang City informed a practitioner that orders have come down to the residential level committees for further persecution against Dafa practitioners. One of these orders is to check up on all those practitioners who have been to Beijing to appeal for Falun Gong or whose names are on the list of the city's authorities. Then, if they are employees of a work unit, the work unit must hold a brainwashing class. If they are not working, the local residential committee should hold it. If they still cannot be transformed they will be put into a brainwashing center.

Several practitioners were arrested during the past few days.

In mid-August 2003, at least five practitioners were arrested and taken to the Harbin City Nangang Police Precinct (Detention Center) in Heilongjiang Province. In order to stop practitioners from doing the Dafa exercises in the detention center, police put the practitioners into handcuffs and shackles. These practitioners did not yield to the torment. Policemen then incited criminals to beat up the practitioners. Police would beat those criminals who did not beat our practitioners. They even rewarded those criminals who took the initiative to inhumanely torture practitioners by reducing their prison term. The present situation of practitioners held in the detention center is not clear.

Practitioner Mr. Zhang Xuanshou was illegally sentenced to three years of imprisonment;
Mr. Zhang Xingfa, two years of imprisonment;
Ms. Li Baozhen, two years of imprisonment;
Mr. Guan Hejun, one and a half years of imprisonment;
Ms. Jiang Pinglian and Ms. Tan Cuixiu were each sentenced to one and a half years of forced labor.

Officers from the Jinqiao Police Precinct arrested Mr. Zhang Xianzhao and put him into a detention center. They beat him for two to three hours.

One year ago, practitioner Ms. Huang Xiuying from Hulan County in Heilongjiang Province was sentenced to five years of imprisonment, but because of her poor health she was not sent to the prison. She escaped by using righteous thoughts. She was later arrested again for other things related to Falun Gong. Her relatives have contacted the police station, police department, and the prison, but these entities claim they know nothing of her whereabouts. We still do not know whether or not she is alive.

During the night of October 27, practitioners Mr. Li Chengmin and Ms. Shang Sufang from Chiping County in Shandong Province were reported to the police while they were posting Dafa truth-clarifying flyers in Caitun Township. Right now they are being incarcerated at the Chiping County Detention Center.

Zhang Deyu, the associate head for Zhengxiangbai Qi (county level), and Chen Hailin, the head of the "610 Office"* returned from another province where they learned how to persecute Dafa practitioners. Later they illegally arrested about 16 Dafa practitioners and held a brainwashing class, calling it a "Legal System Education Class." This took place from September 7 to October 3, 2003. They tried to force practitioners to write the "Three Statements."** They threatened those practitioners who refused to write the statements with immediate transfer into a forced labor camp. Duolun County in Inner Mongolia even sent two people to the brainwashing class to learn the "persecution experience." Higher authorities from the "610 Office," the Xilinhot Meng's "610 Office," also sent a man and a woman, one of them named Su Guang, to learn about this technique.

Dafa practitioner Ms. Zhang Jinxia endured a cruel beating in this brainwashing class. The person who administered this savage beating was Zhong Yuexin, a lawless policeman from the National Security Team, Bai Qi Police Department. Ms. Zhang Jinxia and Ms. Qiao Meihua were sent to Huhehot City Forced Labor Camp for three years of forced labor because they refused to give in to the persecution.

After Ms. Wang Hairong was arrested and taken to the brainwashing class she held a hunger strike to protest the abuse and persecution, but was force-fed and coerced to write a "transformation statement." Her relatives were also threatened.

Dafa practitioner Hei Huiyu, from Tianshui City, Gansu Province is an employee of the processing branch for the city's Xinghuo Engine Company Limited. On October 27, 2003, the police arrested her again and took her to a brainwashing class.

There is a hand-held espionage device known as "GSM mobile espionage telephone system." After typing in the phone numbers, this device can eavesdrop on any conversation and store the content onto a hard disk without going through any other recording device. It can record for more than 20 hours and monitor 100 phones simultaneously.

It was reported that such device was openly sold in Shenzhen City and other cities. The device costs 80,000 Yuan. It was heard that such a device was especially designed for intercepting and controlling GSM non-encrypted cellular communications and language.
