Liu Qingyu, Director of Shuangcheng's No. 2 Detention Center Has a History of Torturing and Murdering Falun Dafa Practitioners

(Clearwisdom.net) Liu Qingyu was recently appointed as the Director of the Shuangcheng County No.2 Detention Center in Heilongjiang Province. Prior to assuming this position, he was Director at the Xinxing Township Police Substation. He has been severely persecuting Falun Dafa practitioners since Jiang first initiated the persecution.

During the past four years, wherever he has served as the Director, the suppression towards Falun Dafa practitioners has been the most severe. Ms. An Ling was once detained in the same cell with me, after being arrested by Liu. He also arrested Falun Dafa practitioners An Xing and Huang Ying along with her, and sentenced them to seven and eight years in prison.

When Liu Qingyu was still at Xinxing Township, he treated Falun Dafa practitioners with severe cruelty. He used to heat the furnace door hook until it was glowing red-hot and then used it to burn practitioners' feet. He forced us Falun Dafa practitioners to kneel down while he beat us, and then he forced us to get up whenever we fell down due to the brutal beatings. At around 9 o'clock on the morning of May 16, 2002, Liu Qingyu instructed some prisoners to drag Falun Dafa practitioner Mr. Wu Baowang from his cell and force-feed him, which resulted in Mr. Wu's sudden death from the procedure. They force-fed another Falun Dafa practitioner, Ms. Liu Jie, and she died in the same way. Liu Qingyu directed the use of force-feeding as a method of torturing practitioners.

Liu told those prisoners to torture Falun Dafa practitioners to death, but assured them that they would not be held responsible for the deaths. Every time he sent Falun Dafa practitioners to the forced labor camps or prisons, he had to bribe someone because these institutions would refuse to accept severely wounded practitioners. Liu Qingyu would personally bribe these institution officials to accept them without the mandatory medical examinations.

Director Song Zhaogui, of the Wanjia Forced Labor Camp Hospital, accepted Liu Qingyu's bribes many times, and he is under investigation for corruption, as well as for accepting bribes from Liu Qingyu. Liu Qingyu, however, still enjoys impunity. He was supposed to have been sentenced two months ago for dereliction of duty, but after bribing those at each level of authority, he was only suspended from duty for a short period of time, and is now soon to resume his position. He is very close with another official, Zhang Guofu, who also actively persecutes Falun Dafa practitioners. In the minds of Liu and Zhang, police corruption and dereliction of duty are not crimes.
