Li Xiuqin had lived alone with her eleven-year-old daughter in Weihe Town, Shangzhi City, Heilongjiang Province. Just because Li Xiuqin practiced Falun Gong to get rid of her illnesses, become healthy and a good person, she was arrested for no good reason and was later sentenced to three years of forced labor. Even more unfortunate was the enforcers' decision to send her only child, a daughter who was solely dependent on her, to a private nursing home against her will. The grandson of the nursing home administrator often bullied this little girl.

The forced labor camp refused to admit Ms. Li Xiuqin because a physical exam revealed that she suffered from a serious heart condition.
