Zhang Shouqing is the former Water Conservation Station Director of Haiqing Town, Jiaonan, Shandong Province. The Police Department of Jiaonan and the "610 Office"* arrested him and sent him to a brainwashing class in July 2000, just because he practices Falun Dafa. There he was illegally detained, beaten, cursed at, and deprived of sleep, food and water. He was forced to watch videos that slandered Dafa. They also tried to force him to curse Dafa and Dafa's founder, to write the "Three Statements"* and tortured him by force feeding him drugs. Zhang was transferred back to the Haiqing Police Station of Jiaonan in November 2002, and died there in December of the same year.

The former Haiqing Police Station Chief, Sun Lei, who was directly responsible for Zhang's death, has been relocated to the Dazhushan Police Station of Jiaonan.

*The 610 Office is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political or judicial systems.

*Created by the "610 Office," the three statements consist of a letter of repentance, a guarantee to never again practice Falun Gong, and a list of names and addresses of all family members, friends and acquaintances who are practitioners.
