On April 22, 2003, Dafa practitioner Zhang Zheng (pseudonym) was illegally arrested. On April 23, she was persecuted at the No. 1 Section of Shuanyashan City Public Security Bureau and was forced to jump from the building. As a result, one of her arms and her pelvis were fractured. The police from the Public Security Bureau went to pick up her daughter who was attending school at the No. 31 Middle School (Zhangzhen's husband had died, leaving their two daughters). Four policemen carried her to the general hospital of the Mineral Bureau. Since her family could not afford the medical expenditures, these policemen were unwilling to let her receive any medical treatment. The director of the hospital, Tan Shaowen, insisted that Zhang should be hospitalized and receive the treatment, and also expressed that no matter what it was, this incident happened within the domain of the Public Security Bureau, and she should receive medical treatment; otherwise, they were violating the law. It was under this circumstance that she was sent to a ward in the hospital. But very soon she was carried away and her whereabouts are now unknown.
Dafa practitioner Lou Weiming was illegally sentenced to ten years' imprisonment. At the beginning of April, she was sent to the Harbin Female Prison. Since she did not pass the medical examination, the prison refused to accept her. Those people from Shuanyashan who tried to send her to jail tried to bribe the prison so as to keep her there, but the prison flatly refused. Lou was brought back to Shuanyashan Labor Camp. However, the local staff did not approve of her family's request to keep her on medical leave. The local people's congress and the intermediate people's court did not accept her family's appeal. They had no place to file a complaint.
Dafa practitioner Qiu Shuying was illegally sentenced to a labor camp in May 2002. Since she did not pass the medical examination, the labor camp rejected her. On July 20, she left the labor camp after she went on a hunger strike. On November 1, four policemen from Wo Hong Qiao Police Substation tricked her into returning to the labor camp. Since they did not go through any procedures, the labor camp refused to accept her. The police then phoned to request instruction from director Ling Qingfan, who was then in charge of persecuting Falun Gong. Ling said, "Detain her now, since it is time for the 16th Congress." In this way, she was detained for over seven months. When the family members went to Wo Hong Qiao Police Substation, they said: "We are only in charge of arresting, and are not in charge of releasing her." When the family went to the National Security Team of Jianshan Public Security Bureau, the National Security Team phoned the police substation and the latter lied and said that she had been jailed at the labor camp. The family again went to the "610 Office", a senior official said, "Now that we have arrested her, we cannot release her." Some policemen at the police substation also said it was an extended detention. Qiu Shuying was sent illegally to Jiamusi Labor Camp on April 24.

Recently a person named "A" who had previously quit practicing Dafa wanted to practice Dafa again, but could not remember the exercise movements clearly. So "A" called fellow practitioner "B" and mentioned two key words, "practicing" and "exercises." B gave A a hint not to mention sensitive terms, but A did not get it. So B had to invite A to come to B's home. After sharing experiences and after A left, there was a knock at the door. B thought that A returned, but when he opened the door, the policemen barged in. Since A mentioned several times over the phone the terms of "practicing" and "exercise," it was reported to the Public Security Bureau after being searched by the automated system. The Public Security Bureau sent police cars to watch outside B's home and sent in the policemen, trying to get some information.
