Policy from the 610 Office to Promote Persecution in Diaobingshan City, Liaoning Province: 10 Points for Arresting Dafa Practitioners but Only 1 Point for Arresting Criminals

In order to detain more Dafa practitioners, The 610 Office* in Diaobingshan City, Liaoning Province started a point system to evaluate policemen's performance. This policy has a direct connection to personal gain. A police officer is awarded ten points for arresting a practitioner who hangs banners, and posts or delivers truth-clarifying materials. However, the officer is awarded only one point for arresting a criminal. As a result, the police often work nightshifts, hide secretly and follow Dafa practitioners to catch them.

In the middle of August, Dafa practitioner Ms. Bai Ying, a 57-year-old resident of Diaobingshan City, Liaoning Province, was caught in the road by the police and later was sent to the Masanjia Forced Labor Camp. Before that, she had been detained twice and released after protesting with hunger strikes.

In late July, Mr. Hua Zeju, 52-years-old, was caught at home by the police and sent to a forced labor camp.

*The 610 Office is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political or judicial systems.
