"World Organization to Investigate the Persecution of Falun Gong" Joins Lawsuit Against "610 Office" Head Luo Gan

On September 8, 2003, the "World Organization to Investigate the Persecution of Falun Gong (WOIPFG)" joined a lawsuit against "610 Office" Head Luo Gan in Iceland, and posted a Report of its Investigation on the "610 Office." See http://www.upholdjustice.org/English.2/610_crimes.htm

The report found that the establishment of the "610 Office" system was Jiang Zemin's personal decision. When Falun Gong practitioners peacefully appealed on April 25, 1999, Jiang's letter to the Standing Committee members and other leaders in the country that evening introduced his goal that "The Communist Party would conquer Falun Gong." On June 7, 1999, Jiang spoke at the Central Political Bureau Meeting about the Falun Gong Issue, specifying that the Central government would establish a "Committee to Deal With Falun Gong." On June 10, 1999 the group was formally established without any legal registration procedures, assigning Li Lanqing as Director, and Ding Guan-gen and Luo Gan as Deputy Directors.

The report revealed that the "610 Office" is a secret, illegal organization. In public announcements or press releases, CPC Central and the Administration Bureau never admitted the existence of the "610 Office." Its establishment, structural organization, bureaucratic relationship, operation, and finance all are entirely out of line with the existing structure of Communist China. It assumed political power surpassing the constitution and law, and used national resources at will. The "610 Office" is similar to Nazi Germany's Gestapo, and the "Cultural Revolution Group" in that it avoids standard legal procedures. With its special position and function, the "610 Office" has been responsible for widespread torture, murder, unwarranted detentions and labor camp sentences, illegal prison terms and fines, etc. during the persecution of Falun Gong.

John Zhao, speaker for WOIPFG said, "This is the first time WOIPFG has joined a lawsuit against parties directly responsible for persecuting Falun Gong. The '610 Office' is specially established for persecuting Falun Gong. It only follows the order of Party Committee at each level, and has authority above the law, government organizations, public security officials, procuratorial offices and the people's court, judicial departments, and all other government offices. As head of the '610 Office', Luo Gan is undeniably responsible for persecuting Falun Gong. '610 Offices' have been established from the central government all the way down to Provinces, Cities, Counties, and Townships. Universities, organizations, and private enterprises also have '610 Offices'. Luo Gan has pushed regional labor camps to detain and persecute Falun Gong practitioners. He has encouraged corrupt police and labor camp employees to violate the Law. WOIPFG is further compiling 'Crime Facts of Luo Gan's Role in Persecuting Falun Gong Practitioners', to prepare for the trial session."
