Prosecuting Attorney at Lingyuan Prison Protects Guards Who Tortured Zhang Rucheng with 150,000-Volt Electric Batons

(Clearwisdom.net) Mr. Zhang Rucheng is a 33-year-old practitioner in
Liaoning Province. On June 3, 2004, during his illegal detention in Lingyuan
Prison (also named No.1 Prison in Lingyuan) in Liaoning Province, the Lingyuan
Prison guards used three 150,000-volt electric-shock batons simultaneously on
Mr. Zhang's face for half an hour. Mr. Zhang's face was distorted from the
electric shocks. Both cheeks, his chin and lips were seriously swollen and
covered with blisters, and blood continuously dripped down from his face. Later, Mr. Zhang told others, "At that time, I felt as if the front and
both sides of my head were struck violently and simultaneously by three heavy
hammers. I wanted to shout but could not open my mouth." Mr. Zhang could
only take liquid food for three days. His abdomen was red, swollen and covered
with big blisters from the electric shocks. There were also injuries to his
hands, feet and lower back.
The guards who shocked Mr. Zhang were Sun Shouguo, chief team leader in No.2
production division, Qu Jinshan and Liang Ximing, the two leaders of No.1 team
in No.2 Division. 1. Cruelly Tortured with 150,000-Volt Electric-Shock Batons On the morning of June 3, guards Sun Shouguo and Qu Jinshan heard Mr. Zhang
practicing the exercises so they entered the prison cell and brought Mr. Zhang
to the "Strictly Monitored Team." At that time, guard Liang Ximing was
already in the "Strictly Monitoring Team." As soon as Mr. Zhang
entered the team, they asked the prisoners to handcuff him behind the back while
another group of prisoners brought three electric batons. Mr. Zhang called out
loudly, "It is illegal to use electric batons. Falun Dafa is good!" These three guards immediately ordered the three prisoners to forcibly push
Mr. Zhang into an empty room that is used especially for beating and
electric-shocking the practitioners. Then, they pressed Mr. Zhang onto the
ground and each of the three guards shocked him. The three guards simultaneously shocked each part of Mr. Zhang's body, on the
head, waist, abdomen, hands and feet. As Sun Shouguo was shocking Mr. Zhang, he
said, "Don't stop shouting, don't stop shouting." He also said,
"These electric batons are national property, so it is legal for me to use
them." After shocking Mr. Zhang for a while the three of them stopped to take a
rest, then Qu Jinshan began to viciously shock Mr. Zhang's face. Sun Shuoguo
came over and used one foot to press down on the chest of Mr. Zhang and shocked
his mouth. Liang Ximing also shocked Mr. Zhang's face. After Mr. Zhang was tortured for about half an hour the three guards left.
Later, the prison guards locked Mr. Zhang up in the so-called
"self-reflection room" for several days. The electric shocks caused great damage to Mr. Zhang. His face was distorted,
both cheeks and chin were swollen, he could not lower his head and his upper and
lower lips were swollen so bad they almost covered his nostrils. The swollen
parts of his body were covered with blisters. Most of the blisters broke and
blood continuously dripped down from his face. His abdomen was also swollen and
covered with big blisters. Monday, June 7, was the day the prosecuting attorney in the prison
prosecutor's office conducted a "routine inspection." Mr. Zhang
reported the facts of his being shocked to the prosecuting attorney Li Changlin
and showed him his injuries. After seeing this, Li Changlin was very surprised
and accepted Mr. Zhang's report. Mr. Zhang asked to have pictures taken of his injuries in order to prosecute
the three criminal guards. Li Changlin agreed on the spot and asked Mr. Zhang to
contact the head of the "strictly Monitored Team" for this. Later,
when Mr. Zhang contacted the person in charge to have the pictures taken, his
request was rejected. When Li Changlin was about to leave, he said to the head of the
"strictly Monitoring Team", "Normal supervision is normal
supervision, how could you do this?" After hearing this, Mr. Zhang thought
Li Changlin would deal fairly with this case, but Li only pretended to help, and
protected the three lawless guards secretly. 2. The Prosecuting Attorney in the Prison Protects the Criminal Guards In order to exculpate the three lawless guards from the charges, Li Changlin
intentionally manipulated the specific wording on the inquiry note in an attempt
to explain that the injuries caused by the three guards were not serious, and
that they were forced to use the electric batons on Mr. Zhang, etc. As for the
injuries from the electric shocks, Li Changlin only vaguely mentioned in the
inquiry note that "there is injury," and later changed it to
"slight injury." Mr. Zhang pointed out that it was inaccurate to use the words "traumatic
injury" and that it should be "serious burn injury". Most of the
skin on his face came off from the electric shocks - was this a slight injury?
Because Mr. Zhang insisted that he should use the words "serious burn
injury", Li Changlin said angrily, "You need a better attitude,
otherwise I will not accept your case". Similar things were said several
times during the process of inquiry. Li Changlin also told Mr. Zhang, "Practicing Falun Gong bothers other
people who are resting." Mr. Zhang said, "Our practice is very quiet,
the movements are slow, it does not bother other people." Li told another
prosecuting attorney, "Write down 'practicing Falun Gong bothers other
people at rest'". After taking down the note, Mr. Zhang said to Li Changlin, "The head of
the "strictly monitoring team" did not want to take pictures for me,
so I have to ask you to do it." Li Changlin evaded the issue and quickly left. About two or three days later, Li Changlin came to tell the result of the
case: What the three guards did was overzealous and a notice would be circulated
to criticize them. Mr. Zhang said, "It's not that the way they worked was
overzealous. This was a criminal act and I am not satisfied with this
result." Li Changlin said, "This is the best I can do." Mr. Zhang requested to call home to ask his family members to find a lawyer
to file a lawsuit. Li Changlin asked him to talk with the officials in the
prison. When Mr. Zhang went to see the official in the "strictly monitoring
team" for the phone call, they verbally agreed but did not act. Mr. Zhang
still cannot get in touch with his family members. Mr. Zhang's case of being tortured with electric batons was ended like this
by the prison policemen's delays and the protection of the guards by the prison
