On March 5, 2004, while Mr. Zhou Guoqiang was working at the Industrial and Commercial Bank of China, two policemen from the Jingquan Police Substation abducted him and took him to a detention center, where he was illegally detained for fifteen days without proper legal charge .

In November 1999, Zhou Guoqiang had gone to Beijing to appeal for Falun Dafa,and was sentenced to forced labor at Shayang Forced Labor Camp for eighteen months. Because he maintained his belief in Dafa and Teacher and did not cooperate with the authorities attempts to force him to renounce his belief during his detention, his initial term was extended by half a year. After the municipal Public Security Bureau finally picked him up they held him in detention until November 25, 2003, when his family members signed a guarantee for him. As a result of long-term detention and persecution, he had difficulty walking upon his release. During detention, his wife was pressured into divorcing him, and his former work unit (the Industrial and Commercial Bank of China) dismissed him from his job for practicing Falun Dafa. Mr. Zhou saw his child for the first time when the child was already four years old.

On February 17, 2004, Rao Jian from Chima Harbor Office of Chibi City, Bi Wenhui from Chima Harbor Police Substation, Li Yinlin and his wife, and others, broke into practitioner Huang Jianxiu's home while she was having lunch. Because she was suspected of hanging "Falun Dafa is good!" posters in the street, she was arrested and unlawfully placed in a brainwashing class.

On December 28, 2003, the local "610 Office" ["610 Office" is an agency specifically created to persecute Falun Gong with absolute power over each level of administration in the Party and all other political and judiciary systems] and the National Security Team arrested Liu Xiaolian, a 62-year-old practitioner from Chibi Town, by similar means. She has been detained ever since.

Around 2:00 am on February 24, practitioner Zhang Chunting from Guxian Town of Pingdu City was arrested by security guards from the local police substation while putting up truth-clarifying posters at the farmers' market. He is being detained in Pingdu City. On the morning of March 6, police from Guxian Police Substation went to his home to pressure his wife to sign a document. They told her that he had been sent to Qingdao City where he was sentenced to two years of forced labor.
