A Partial Account of the Extortion of Money from Falun Gong Practitioners in Fushan Township, Weifang City

1. After July 20, 1999 (when the persecution of Falun Gong began), Weifang Ammonium Nitrate Factory employee Ms. Ma Chunying went to Beijing to speak out for Falun Dafa (Falun Gong). She was arrested and sent to the Weifang Beijing Liaison Office by the police. Later, Ammonium Nitrate Factory managers and the Fushan Police Station took her back, and then sent her to a detention center. The Fushan Police Station extorted 3,000 yuan from her family (1) without giving any receipts. The Ammonium Nitrate Factory deducted over 1,000 yuan from her paycheck and suspended her for a year and a half. The Ammonium Nitrate Factory only provided her with a little bit for living expenses. As a result, she has suffered financial losses in the amount of 15,000 yuan. The detention center demanded living expenses of over 600 yuan from her family. In October 2001, Ms. Ma went to Beijing to appeal to the government. Police from the Xicheng Detention Center in Beijing extorted 300 yuan from her, and then the Liaison Office demanded an additional 2,050 yuan.
2. In 2001, Mr. Yu Zongqing, whose family works for the Weifang Ammonium Nitrate Factory, went to Beijing to speak out for Dafa. At Beijing's Heavenly Temple Park, he was abducted and sent to the Weifang Gu'an County Forced Labor Camp in Hebei Province. Then, his family was forced to pick him up and was fined 2,500 yuan. After that occurred, the Ammonium Nitrate Factory Security Division extorted 1,000 yuan from Mr. Yu.
3. In 2001, Shandong Province Cement Factory employee Mr. Shi Fengwen went to Beijing to speak out for Dafa. He was arrested and sent to Langfang Gu'an County Forced Labor Camp in Hebei Province. His family was ordered to go pick him up, and they were forced to pay 500 yuan. Then, police from the Fushan Township Police Station extorted another 1,000 yuan from the family, and in addition, the Security Section fined them 1,000 yuan. Moreover, four months of Mr. Shi's salary was withheld. He was only given a small stipend for living expenses (later, his family got 1,000 yuan back from the Cement Plant).
4. In 2001, because of clarifying the truth to people about "the Staged Self-immolation Incident at Tiananmen Square," Ms. Li Maolian from Lepu Village in Fushan Township, Weifang City was sent to a detention center by the police from the Fushan Township Police Station. There, she was fined 500 yuan, and her family spent 5,000 yuan in order to have her released early.
5. After July 20, 1999, Fushan Township Falun Gong practitioners were forced to go to the Xiayu Village Committee office to watch TV programs and read newspapers defaming Falun Dafa. Ms. Zhu Youxia from Xiayu Village, Fushan Township, Weifang City had 3,000 yuan extorted from her as a "deposit." The practitioners who resisted were dragged to the township for illegal detention. After that, unlawful officials from the township fined them 2,000 yuan, and brutally beat the practitioners. After they came back, Ji Kepin, the Secretary of the village ruling Party Committee, detained the Falun Gong practitioners for a few days and forced them to write a guarantee statement renouncing Falun Gong. Whenever "sensitive days" approached [holidays and national meetings], they would go to practitioners' homes to harass them.
6. In July 2000, Ms. Li Jingyan of Fujia Village, Fushan Township, Weifang City, went to Beijing to speak out for Dafa. She was arrested at Tiananmen Square, then sent to the Weifang Liaison Office. After that, people from the Fushan Township government took her back and brutally beat her up. Her family was fined 10,000 yuan. Ms. Li was later sent to the detention center for 15 days, where she was fined another 600 yuan.

According to information openly revealed by staff from the "610 Office"(2) of Weifang City, by the end of 2001, the number of practitioners who were illegally detained at forced labor camps had exceeded 400. Over 20 Dafa practitioners were sentenced to prison. Many more Dafa practitioners were abducted, detained and sentenced to forced labor camps in 2002 and 2003.

(1) yuan: Chinese currency, the monthly salary for an average Chinese urban worker is about 500 yuan.

(2) "610 Office": a bureau specifically created by the Chinese government to persecute Falun Gong. It has absolute power over each level of administration in the Party, as well as over the political and judiciary branches.
