Under Instructions from Luo Gan, the Xingtai City Police Station Escalates the Persecution of Local Practitioners

(Clearwisdom.net) At the beginning of April 2004, Luo Gan issued a malicious order: "Arresting a Falun Gong practitioner is to be awarded with a second degree merit." In response, the "610 Office" (1) and the police station of Xingtai City, Hebei Province, founded the "406 Task Force" on April 6, 2004 to plan further persecution against Falun Gong practitioners.

Starting around April 21, 2004 to mid-May, 2004, some government officials and policemen adopted several means to persecute Falun Dafa practitioners. They staked out and followed practitioners, tapped into practitioners' phone conversations, made full use of former practitioners who, due to the persecution, had turned against Dafa, destroyed Dafa materials production sites, and extracted information by force after unlawfully arresting Dafa practitioners. In less than one month, the police unlawfully arrested over 50 practitioners and implicated their relatives to be summoned to court, detained, and given large fines. Each person was forced to pay at least 5,000 Yuan (2) after being summoned to the courts, before they could be released.

Deputy Chief Zhang Yujie of the Police Station in Xingtai City devoted himself to building up the "406 Task Force." He ordered policemen to break into practitioners' residences in the middle of the night, and arrested them and their families. They also confiscated the entire family's property. As long as they found a piece of truth-clarifying material, they would beat the practitioners or their family members in order to try to track down its source. They even arrested former practitioners to fulfill arrest quotas.

The Secretary of the Political and Judiciary Committee of Xingtai City, Liu Hongqing, said at an assembly, "This activity shall last until at least the end of August."

Many Dafa practitioners' families were torn apart, some of them forced to be separated from young children. In certain cases, children less than one year old were separated from their parents.

Notes

(1) The "610 Office" is a bureau specifically created by the Chinese government to persecute Falun Gong. It has absolute power over each level of administration in the Party, as well as over the political and judiciary branches.

(2) Yuan is Chinese currency. The monthly salary for an average Chinese urban worker is about 500 Yuan.
