(Clearwisdom.net) Since the beginning of 2004, the Longshan Reformatory of Shenyang City in Liaoning Province has increased its efforts in brainwashing and torturing Falun Gong practitioners in order to qualify as a "Provincial-level Reformatory." In the Spring of 2004, the Longshan Reformatory tortured practitioner Wang Xiuyuan to death and practitioner Gao Rongrong has been disabled from the torture.

Tang Yubao, Deputy Head of the No. 2 Brigade, is the main perpetrator of the persecution at the center. Dean Li Fenshi and Wang Jinghui (the Head of the Brigade) are close behind.

Ms. Wang Xiuyuan, 52, lived in the Shenhe District of Shenyang City. In 2002, police took her away from her home, and she was sentenced to two years forced labor at the Longshan Reformatory simply because she wrote to the local branches of government, relating her personal experience of mentally and physically benefiting from practicing Falun Gong.

Ms. Wang Xiuyuan was severely beaten, deprived of sleep, endured physical torment and was forced to do hard labor during the detention period. In July 2002, Tang Yubao, Deputy Head of the Longshan Reformatory's No. 2 Brigade (Police No.: 2116065, Tel: 86-24-24761745), violently threw her to the ground. Her head was slammed against a metal heater and she bled profusely.

Ms. Wang's two-year detention term expired on March 19, 2004. Since the Longshan Reformatory refused to release her, Ms. Wang went on a hunger strike to protest. She endured severe blood loss, erratic heart function, obstruction from a narrowed esophagus and severe loss of eyesight. It became difficult for her to walk without help. Later on, she was transferred to the Liaoning Province's General Prison Hospital. The prison doctor slapped her across the face until her mouth bled, despite the fact that she could barely eat due to a number of esophageal problems. The Longshan Reformatory also extorted several thousand yuan [the average monthly salary of an urban worker in China is 500 yuan] from Ms. Wang's family, allegedly for medication.

By the time Ms. Wang was finally released on April 19, 2004, she was near death. The Longshan Reformatory released her because they wanted to avoid taking responsibility for her death. On April 27, 2004, only a week after she was discharged from the hospital, Ms. Wang Xiuyuan passed away.

A reporter once called the Longshan Reformatory to find out more about what happened to Ms. Wang Xiuyuan. Jiang Yubo, Head of the Administration Office who answered the phone, said he knew Falun Gong is for cultivating Truthfulness-Compassion-Tolerance and teaches people to be good. He knew many people who practiced Falun Gong early on. He knew they were just regular people and good persons. The following is an excerpt from the conversation between Jiang Yubo and the reporter:

Reporter: "You say that they are all good people, so why do you still arrest them?"

Jiang Yubo: "We are only executing orders. The police department sent the letter of judgment and the notice. We just carry out the reformation process."

Reporter: "Does a good person need to be reformed?"

Jiang Yubo: "The government made the decision, so we have to carry it out. The main thing is to make their [practitioners'] thoughts steady and make sure they don't go back on their decision."

Reporter: "Do you know the case about Ms. Wang Xiuyuan? She was a resident in the Shenhe District of Shenyang City. She was tortured to near death in the Longshan Reformatory."

Jiang Yubo: "I do not know much about it. It seemed she went on a hunger strike and came close to death. We sent her to a hospital. She died after being discharged from the hospital."

The reporter also called the Forced Labor Bureau and the Administration Bureau of Jails. The person who answered the phone said: "The Longshan Reformatory is under our administration. However we have never heard of this case. Call the People's Congress to report such situations! Do not call this number again! " When the reporter called the Judicatory Bureau, the phone was transferred to a Ms. Li when they heard the name Wang Xiuyuan. The reporter related the story about Ms. Wang Xiuyuan three times. Ms. Li had a detached attitude and claimed she did not know much about the case. The reporter heard her say to someone beside her: "It is about Falun Gong. Watch how I shut her down!" A Ms. Dong of the Appeals Office of the People's Congress of Shenyang City showed surprise after she heard about Ms. Wang Xiuyuan's case. She said she would report it to the related branches. The reporter told her that there was a prominent notice about protecting the peoples' rights on the website of the People's Congress of Shenyang City, and she hoped the People's Congress can take care of the common people.

After Ms. Wang Xiuyuan was tortured to death in April 2004, Tang Yubao tortured another Falun Gong practitioner, Ms. Gao Rongrong, on May 7. Gao Rongrong, a petite woman in her 30's, is a former cashier at the Luoxun Art Institute of Shenyang City. She was abducted and taken to the Longshan Reformatory in July 2003. Tang Yubao slapped her across the face until she lost hearing in one ear.

From 3 p.m. to 9 p.m. on May 7, Tang Yubao used four electric batons to shock Ms. Gao Rongrong for six hours, which caused black burns and blisters on her face, feet and body. Ms. Gao Rongrong was forced to jump out of the window of the guard office from the second floor, which caused fractures in many places, including her pelvis, thigh and feet.

After Tang Yubao brutally shocked and beat Ms. Gao Rongrong, Li Fengshi, Dean of the Longshan Reformatory (Telephone Exchange: 86-24-24760033), did not discipline his subordinates. After seeing them commit crimes, he said to Ms. Gao Rongrong: "This is an autocratic government agency. What do you think the handcuffs and electric batons are for? I do not believe they cannot discipline you, puny Gao Rongrong."

Other detained practitioners were also tortured to varying extents. Their current situation is very serious.

According to an investigation from the World Organization to Investigation the Persecution of Falun Gong (WOIPFG), there are many labor camps and jails in Liaoning Province where Falun Gong practitioners are detained. Masanjia, Dabei Jail, Dalian Reformatory, Zhangshi Reformatory (where male Falun Gong practitioners are detained) and Longshan Reformatory are some of the ones notorious for using brutal persecution means. At the end of 2001, the Longshan Reformatory obtained a 400,000 yuan bonus and the Zhangshi Reformatory obtained 500,000 yuan because they "performed well" in persecuting Falun Gong practitioners.
