Facts Regarding the Persecution of Falun Gong in the School of Economic Management in Henan Province

(Clearwisdom.net) Since April 25, 1999, the principal leader of the School of Economic Management of Henan Province has aggressively followed Jiang Zemin in carrying out the policy of repression and persecution of Falun Dafa and its practitioners.

Since April 25, 1999, the school has followed the directives of secret documents circulated within the party and assembled multiple party committee meetings to forcefully prohibit the practice of Falun Gong on campus.

After July 20, 1999, the head of the school actively cooperated with the public security unit by operating many "conversion classes" to brainwash Falun Gong practitioners to force them to sign statements agreeing to give up the practice and to surrender Dafa books and audio and video materials. School personnel illegally monitored Falun Gong practitioners and restricted their freedom, requiring them to ask permission from the department of health services or public security unit in order to leave the campus if they remained over the holidays. The school frequently mandated that practitioners attend a so-called "symposium" to listen to slanderous propaganda.

In early October 2000, Senior Instructor Wei Rongho, a Falun Dafa practitioner, along with his wife Fan Fuling and daughter Wei Zhen, went to Beijing to visit relatives during the holidays. When they returned home three days later, Wei Rongho was summarily suspended from his job and ordered to reflect on his Falun Gong activities. He was pressured to give up his cultivation. His daughter Wei Zhen's temporary job at the school was also terminated.

During the middle of October 2000, the school published a document entitled "Party Policy about School Management, 2000, Number 21," which included a notice to Henan Province Economic Management School re-affirming school policy in handling the "Falun Gong matter." The document was distributed to various departments and to every Falun Gong practitioner in the school. The document laid out an illegal scheme that put administrators and the principal in charge of collecting 3,000 yuan in "earnest money" from each Falun Gong practitioner as a "guarantee" to keep them from going to Beijing to appeal or from practicing Falun Gong. It also stipulated the regulations for confiscating a practitioner's identification card and work permit, for a "social monitoring" system in which several people monitor one practitioner, and also for an accountability scheme for those who continued to practice Falun Gong or participate in Falun Gong activities: they could be kept in school for observation, dismissed from work, sent to the public security office or any number of other means of persecution.

Early in November 2000, Wei Rongho's family, all three of them, broke free from the illegal monitoring and went to Beijing to appeal. At the beginning of December, Wei Rongho and then his wife Fan Fuling were illegally escorted by their school's "610 Office" and the public security unit from Beijing back to Nanyang City, Henan Province, and locked up. The school also fired Wei Rongho for being absent from work without leave. Wei Zhen was arrested twice in Tiananmen Square, but she escaped both times, once while she was waiting in Nanyang City and once while she was being escorted back by guards. In mid-December, other Falun Dafa practitioners broke through the illegal monitoring and either left for Beijing to appeal or stepped forward to clarify the truth.

On New Year's Day 2001, the school, together with the public security unit, conspired to kidnap Wei Zhen from home and lock her up. After the Chinese New Year, Wei Zhen's sentence was up, but the school refused to allow her to return and transferred her to a detention center. Six months later, she was illegally sentenced to a re-education labor center for one year and sent to Zhengzhou Balihe Women's Re-Education Labor Center. There, they unlawfully "re-educated" her and put her to work as a laborer. She was released in March 2002 after serving her term. Wei Zhen, a college graduate, is a member of the school's job placement program for teachers' children, but the school fired her and refused to help her find employment.

Before the 2001 Chinese New Year, Wei Rongho and his wife Fan Fuling had completed their terms of detention. The school had served as guarantor for them, so they went back to school but were under very strict watch. When they went to visit an eighty-some year old relative, the school's "610 Office" director, the party director, and a guard followed them and said that they had participated in a "Falun Gong" activity, so they were detained in the police station for twenty-four hours. They returned to school the next day. The school immediately sent four temporary workers to take turns watching them. They were forbidden to go downstairs or to go outdoors. The guards shopped for them, their telephone was cut off, and any visitors were searched and interrogated. They even forced people to denounce Falun Gong and its Teacher. If they didn't cooperate, they weren't allowed to enter the college. At the same time, the local public security unit kept harassing the family. They'd knock on their door in the middle of the night, interrogate them in the middle of the night, and tried to force them to give up practicing Falun Dafa. The school illegally put them under house arrest for over nine months. They didn't pay any of Wei Rongho's salary for eleven months.

In the middle of February 2001, the school conspired with the public security unit to conduct so-called "conversion classes" to forcefully brainwash four kidnapped Falun Gong practitioners, including Wei Rongho, Jili (a retired senior instructor), Ms. Fan Fuling and Ms. Xue Guofang.

In March 2001, the school and the public security unit hosted a school-wide teachers and students' conference to collect signatures with the intent of attacking Falun Gong.

In August 2001, after Wei Zhen had completed her sentence in the re-education labor center, the school's "610 Office" kidnapped her father Wei Rongho to the brainwashing center in Nanyang City. In October, the school arranged for him to be a laborer with "support services," where he prepared soil, planted grass, grew flowers, and made Chinese medicine. For that, he was granted a 300 yuan monthly living allowance but was not paid until November.

From early 2002 until the present, practitioner Ms. Du Jinrong has been working as a guard and has never been paid. Xue Guofang worked as a guard intermittently but is now retired.

Since July 20, 1999 to 2003, on the days before so-called "sensitive days" such as holidays and major political events, personnel from the public security office and the school would go to Falun Dafa practitioners' homes to harass and threaten them. They appeared sometimes during the day and sometimes during the night, often alarming and disturbing the entire neighborhood.
