Luo Gan's Monopoly of Power Over the CCP's Political and Legal Systems -- Six Crimes Luo Committed in Persecuting Falun Gong (Photos) By Zhong Yan
(Clearwisdom.net) On December 21, 2005, two articles were published on
the Clearwisdom website, "Thirty-Four-Year-Old Ms. Sun Guifeng Tortured to
Death at the Wancun Brainwashing Center in Shandong Province," and
"Musician Liu Zhifang Tortured to Death in Gansu Province Brainwashing
Center." Two innocent lives were brutally taken away. Although both
incidences occurred at different locations, they share the same
"legal" issues and background. The above are not isolated incidences. During the past six years of Falun
Gong's persecution, numerous persecution incidences have occurred in the so
called re-education centers, authorized schools, transformation centers, police
stations, forced labor camps, and detention centers. The Chinese legal system
and governmental organizations are supposed to protect citizens' personal safety
and basic rights. But to force Falun Gong practitioners to renounce their belief
and give up their right to speak the truth, these "legal institutes"
become criminal institutions as they persecute Falun Gong practitioners through
torture, mental abuse, brainwashing, sexual assault and humiliation. This article exposes details of six crimes Luo Gan has committed. Luo is a
member of the Chinese Communist Party (CCP) Central Political Bureau Standing
Committee, which has authority over the CCP political and legal systems and thus
has the power to persecute innocent Chinese citizens. It is our intention to
help more people understand the truth of the persecution against Falun Gong and
thus recognize the evil nature of the CCP. We hope they can choose a bright
future for themselves. 1. Luo Controls the 610 Office and Uses Violence Against Truth In 1999, Jiang Zemin initiated the suppression of Falun Gong. On June 10,
1999, Jiang gave the order to set up a special organization, the 610
Office, which is the agency in charge of persecuting Falun Gong. Luo Gan
and Li Lanqing are the heads of the 610 Office and its branches, which are
located throughout China. Even companies and schools have a 610 Office. Luo had
no restraint when implementing persecutory policies against Falun Gong
practitioners, to "defame their reputation, bankrupt them financially, and
destroy them physically." According to the World Organization to Investigate the Persecution of Falun
Gong (WOIPFG), after the persecution started on July 20, 1999, Luo played a
leading role in creating the genocide policy. Since 1999, Luo involved himself
at all levels of the decision-making process in the suppression. Luo many times
spoke during government meetings, calling for all Chinese political and legal
institutions to intensify the suppression of Falun Gong. He made an effort to
visit many places to supervise the persecutory process. Therefore, everywhere he
visited, abductions and deaths of practitioners increased dramatically. Reports of Luo's crimes can be found on Falun Gong websites: A recent Minghui website report said, "In October 2004, Luo Gan,
Secretary of the Central Political and Legal Committee, and Zhou Yongkang, Head
of the Ministry of Public Security, traveled to Henan Province and set up a new
plan to persecute practitioners. Villains' throughout the province abducted
practitioners and took them to brainwashing centers. Practitioners who had
served their terms were also sent to brainwashing centers for further
persecution." In a report on Clearwisdom, dated November 29, 2004, one reads,
"According to reliable sources, "610 Office" National Chief Luo
Gan went to Hunan recently, and held a "Training on Suppressing (Jiang's
slanderous term deleted)" class in Changsha, the provincial capital.
Immediately thereafter, many Falun Dafa practitioners were arrested in Huaihua

Practitioners Arrested in Chengdu City." (See: http://www.clearwisdom.net/emh/articles/2005/7/15/62908.html
) In a report on Minghui on November 3, 2005, one reads, "On October 18,
first three and then later nine Falun Gong practitioners were arrested in
Nanchang district. Currently there are 12 Falun Gong practitioners illegally
imprisoned in the Nanchang Daijiashan brainwashing center. .... According to
reliable sources, Zeng Qinghong and Luo Gan visited Nanchang in October. Someone
saw Zeng on October 18 at the Nanchang Bayi Square. On October 19, the arrest of
Falun Gong practitioners began." Many incidents like these clearly show that Luo is the main villain of the
610 Office system and bears great responsibility for the persecution of
practitioners in China. He's responsible for millions of practitioners being
brainwashed, for tens of thousands of practitioners being illegally imprisoned
and tortured in forced labor camps, and for thousands of practitioners being
locked in mental institutions, where they are tortured and injected with nerve
damaging drugs. 2. Luo is Above the Law and Persecutes Practitioners by Any Conceivable Means According to WOIPFG, Luo and his accomplices abuse their personal authority
in establishing policies and regulations that are solely for the persecution of
Falun Gong, claiming that they were on behalf of the central government. The
harm done to hundreds of millions of practitioners is immeasurable, and hundreds
of thousands practitioners were have been illegally imprisoned. Luo's actions
violate Article 14 of China's Criminal Law, Article 37 of China's Constitution,
and Article 16 of China's Prison Law. Luo planned, ordered, and circumvented public security and law enforcement
divisions in violation of existing laws. The following Articles were violated:
Articles 37, 38, 39, 41, and 51 of China's Constitution, Article 75 of China's
General Civil Laws, and Articles 13, 14, 243, and 254 of China's Criminal Law. Also, Luo violated the International Convention Against Torture and the UN
Convention on the Prevention and Punishment of the Crime of Genocide to which
Beijing is signatory. Luo Gan has implemented every conceivable method in the persecution of Falun
Gong. Let's take the case of Falun Gong practitioner Gao Rongrong for an example.
The guards at the Longshan Labor Camp in Shenyang City shocked Gao's face for 7
hours with electric batons. Gao's face became disfigured, because she refused to
renounce Falun Gong. On October 5, 2004, several Falun Gong practitioners
rescued Ms. Gao and published a picture of Gao before and after the torture
worldwide. The Ministry pf Public Security labeled the escape of Ms. Gao as
"Felony No. 26." Luo ordered all levels of governments to come up with
solutions for how to capture Ms. Gao. Luo also ordered the Liaoning Province
Political Legal Committee, the 610 Office, procuratorate, judicial and public
security departments to block any news concerning Ms. Gao. At the time, all public security agencies and divisions in the
cities and surrounding areas, railroad stations, airports, and oil fields near
Shenyang received orders, and "Notice to assist investigation" by the
Shenyang Judicial Bureau, for the arrest of Gao. The notice was also sent to the
party's street office, local communities, information service stations, real
estate agencies and home economics companies. On March 6, 2005, Ms. Gao was captured. She went on a hunger strike to
protest the persecution. She Gao was imprisoned in Masanjia Forced Labor Camp
after she was taken away. The Liaoning province Procuratorate told Ms. Gao's
family, "A special investigation group took over the case and the central
610 Office is in charge." On June 10, Ms. Gao's parents went to Masanjia Labor Camp and asked them to
release Ms. Gao, Director Wang (male, newly appointed director, formerly head of
the management division) told them, "We didn't want to take Gao, but were
pressured from the "top." Now we listen to the "top" as to
when to release her." A witness said the when Ms. Gao was having emergency surgery in the First
Affiliated Hospital of the China Medical University Hospital in Shenyang City,
Liaoning Province, many unknown people guarded the gates of the hospital. On
June 16, 2005, Ms. Gao passed away in the emergency room in the hospital, at the
age of 37. By the end of 2000, when Jiang Zemin realized that it was getting more
difficult to sustain the persecution against Falun Gong, Luo was instrumental in
planning the "Tiananmen self immolation" incident. In the afternoon on Jan 23, 2001, five people set themselves on
fire on Tiananmen Square. Within 2 hours, the Xinhua news agency, Beijing's
official mouthpiece, issued the news in English to the world, and insisted the
self-immolators were Falun Gong practitioners. Normally every piece of news
Xinhua publishes has to be approved by many levels of management before it can
be released. However, this time it took just two hours to publish this story.
Falun Gong practitioners overseas analyzed in slow motion the video released by
CCTV. There were many suspicious points throughout the video. The
"self-immolation" was proved to be a staged hoax. Hong Kong based Open Magazine reported in April 2001 that an insider
from China's National Security Department admitted that they followed Luo Gan's
directions and orders in planning and implementing the Tiananmen self immolation
incident. Every movement of the self-immolators was under the surveillance by
the National Security. After having many secret meetings, the National Security
plotted out everything meticulously and thoroughly, from the time it took to put
out the fire, arrival and leaving of the ambulance, wording in the news report,
to the time of the news report. Jiang Zemin and Luo Gan were the manipulators
behind the scenes. Staff of the National Security who participated in the
preparation of the self-immolation know that one day when Falun Gong will be
redressed, Jiang and Luo will ruthlessly murder them to prevent the exposure of
Luo and Jiang's involvement. All staff members from the National Security had
recorded everything they did in the course of staging the incident and recorded
it on tape. They gave the tapes to their relatives in case they should meet with
misfortune. On September 6, 2000, according to the Liberty Times, a Taiwan based
newspaper, a high level official in Beijing said that it was difficult to lure
Falun Gong practitioners to commit suicide and hence Luo ordered the sacrifice
of a group of informants from public security who had pretended to be Falun Gong
practitioners. The public security lied to these people, killed them at the
scene, and claimed that they were Falun Gong practitioners. The whole incident
was carefully staged. The informants had to die painful deaths so they could
frame Falun Gong. For each person who died at Tiananmen, the public security
would pay his/her family 30,000 yuan (US$3,750). To avoid chaos and panic among
the other informants from the public security bureau, the Central Political and
Legal Committee ordered that this decision be kept top secret. 4. Punish the Good and Encourage the Evil Luo bribes all levels of administration in China's government, including the
police. If they intensify the persecution they will be rewarded with money, fame
and promotions. Xinhua reported on February 26, 2001, that the 610 Office, as
ordered by Luo Gan, honored over 100 groups and 271 individuals who participated
in the suppression of Falun Gong. Chen You, political commissioner of the
Beijing Public Security Bureau Tiananmen division who had beaten, kidnapped and
robbed Falun Gong practitioners appealing at Tiananmen, and Su Jing, Director of
the second female camp of the Masanjia Forced Labor Camp who is known to
brutally torture practitioners, spoke at the ceremony and taught how to most
effectively persecute Falun Gong. Over 3,000 people (most of whom took part in
the persecution) were in the audience. 5. Sparing no Effort to Sustain the Persecution After Jiang Zemin, the initiator of the persecution, withdrew from the core
of his political power, Luo Gan and Zeng Qinghong were determined to carry on
the persecution, because they knew that they could not escape responsibility if
they did not succeed. According to NTDTV's report, in September 2005, Zeng and Luo ordered their
special agents and all public security systems to initiate a large-scale arrest
of Falun Gong practitioners. By September 7, in Heilongjiang province alone,
over 90 practitioners in Hegang City were arrested. Chen Changxiu and 15
practitioners from Daqing City were arrested. Zhang Yuefang and 13 practitioners
in Harbin city were arrested. Similar large-scale arrests were carried out in
Liaoning, Jilin, Hebei, Guangdong, Hubei, Shandong, Sichuan, Henan, Anhui, the
city of Beijing, and other locations. The report alleged that Seng and Luo
wanted to make the persecution of Falun Gong Wen Jiabao and Hu Jintao's problem. According to Minghui, before Hu Jintao, the current leader of China, visited
North America in September 2005, Luo sent over 500 policemen, special agents and
anti-chemical warfare troops to Guangzhou city, Guangdong province, to intensify
the persecution. Soon, large scale organized arrests of practitioners were
carried out in Gaozhou, Guangzhou, Yunfu, Zhaoqing, Zhuhai, Shenzhen, Shantou,
Chaoyang, Maoming, Panyu, and Jieyang. 6. Order Persecution Overseas In mid-December of this year, the Chinese Embassy in Thailand ordered the
Thai police to harass Falun Gong practitioners. In Argentina, the Chinese
Embassy hired hoodlums to beat practitioners. The CCP has instigated violence
against Falun Gong practitioners overseas. Similar incidents have taken place in
the US, Canada, Australia, Hong Kong, Thailand, and Argentina. Luo Gan can't
shirk his responsibility, for he is in charge of the persecution. On December 14, 2005, in front the Argentina Parliament, Falun Gong
practitioners protested during Luo Gan's and other members of the Chinese
delegation's visit, over the brutal killing of practitioners in China. The
Chinese embassy ordered hoodlums to beat the Argentina practitioners and steal
their banners and displays. The Argentine police watched and did nothing. An
Argentine citizen stood up against the hoodlums to protect the practitioners. The victims said when the incident happened, Luo was on his way to the
Argentina Parliament to meet with the vice president. There were a lot of
reporters and demonstrators at the scene who witnessed the beating ordered by
the Chinese embassy. The net of justice is vast and omits nothing. Lawsuits in United Nations,
Belgium, Spain, Germany, Taiwan, Korea, Iceland, Finland, Armenia, Moldava, and
Argentina, have been filed against Luo Gan, charging him with genocide, anti
humanity behavior, and crimes of torture. Luo is also on the Royal Canadian
Mounted Police's watch list and the denied entry list was shared with the US
government.
