The Persecution of Dafa Practitioners at the Zhongba Labor Camp in Guizhou Province

(Clearwisdom.net) The police and corrupt personnel at the Zhongba Labor Camp in Guizhou Province stop at no evil. The labor camp is actually a sinister prison.

On January 2, 2005, incited by police, drug addicts Zhang Bo and Wang Hao beat practitioner Li Xingqiang and severely injured him. On December 5, 2004, policeman Liu Yunhe tortured practitioner Peng Yongtao by forcing him to stand against a wall for six hours and then threw him into the "room for assaulting steadfast practitioners" for further persecution. Policeman Long Weilin joined him and urged inmates Zhang Bo, Wang Hao and Zhang Xiping to severely beat Peng Yongtao, which left his whole body bruised. Policeman Huang Guanghui shouted, "All methods used on you Falun Gong members are allowed by law."

In mid-August 2002, chaired by head Qian Qingnan, several meetings aimed at persecuting Falun Gong practitioners were held in the Zhongba Men's Labor Camp in Guizhou. Through careful arrangements they established the office for "assaulting steadfast practitioners," headed by the labor camp leaders. Such a group was established correspondingly in every division and team to conduct forced brainwashing of Falun Gong practitioners.

The members of the leading groups include the head, the commissar, every division head, every team leader, garrison personnel, the 610 Office staff, police and inmates drawn from every team. At the meeting they have come up with a series of schemes which are extremely cruel. They made clear distinctions for the division of responsibility and assigned it to these individuals. They tie the responsibility to a financial enticement. The situations need to be reported to the office on a daily basis. In addition, they bribe the inmates with a lot of benefits and significant term reductions. Thus these inmates would stop at nothing to do evil. The police instructed them in what to do, and their methods in persecuting Falun Gong practitioners were extremely cruel.

Since late August 2002, the brutal persecution against Falun Gong practitioners in the Zhongba Labor Camp had begun in all seven divisions. They locked Falun Gong practitioners in a special room and assaulted them They forced Falun Gong practitioners to read materials and watch videos defaming Falun Dafa, subjected them to forced brainwashing and forced them to write the so-called "five statements" (similar to the three statements). Locked in these chambers, Falun Gong practitioners have suffered all kinds of inhumane torture. The police and the inmates would beat and humiliate them while tying them up. While beating practitioners, some policemen yelled viciously, "Go ahead and sue me. This is an order from above. We are just following orders."

Falun Gong practitioners' every move, including standing, sitting, squatting down, walking, eating and using the restroom took place under inmates' monitoring. The practitioners had completely lost their freedom. The room became a "hell within hell" in the Zhongba Labor Camp. Some practitioners were forced to stand for days consecutively; some were dragged by inmates to the yard during the day, and forced to run for over ten hours with their hands tied; at night they were not allowed to sleep but were tortured until daybreak and then forced to run again. Some were beaten and kicked, stabbed by inmates with needles; some were held by inmates who struck their heads against the wall, making their heads and faces bleed; some inmates wouldn't allow practitioners to use the toilet, giving them no choice but to relieve themselves in their clothing. Some inmates beat practitioners on their hands, feet and face with a shoe. These kinds of gross abuses under the persecution lasted from late August 2002 to the end of December 2002.

After January 2003, the labor camp reassembled a division aiming specifically at Falun Gong - Division Five. It had three teams. On January 20, 2003, all Falun Gong practitioners were moved to Division Five. Division Five set up an "assaulting steadfast practitioners room" in the division and one in every team. The police in this division were put in this division because they were the most vicious ones. They would order the inmates to monitor Falun Gong practitioners 24 hours a day, and would not allow practitioners to talk to each other or eat at the same table. The inmates would write a "monitoring diary" every day and report it to the division authority every week and to the "610 Office" every month.

Falun Dafa practitioners sent to the labor camp after January 2003 were thrown into the "assaulting steadfast practitioners rooms" as soon as they were sent to Division Five and would suffer inhumane tortures. Some were even locked in the rooms for over half a year. All Falun Dafa practitioners sent there in 2004 and 2005 have been locked into those rooms for ruthless torture.

In Division Five, some practitioners were forced to work eighteen or nineteen hours a day. During the period between July 2003 and October 2004, for over a year, there were no days off except for New Year's Day and Chinese Lunar New Year's Day. Practitioners were forced to enter the workroom at 6:30 a.m. and wouldn't be allowed to leave until finishing the so-called "tasks" at 1:30 a.m. the next morning.

Practitioner Wu Changyi was locked in the special room from September 1, 2004 through September 8. He was not allowed to sleep and was severely beaten. As a result, from his chest on down, his body was completely covered with bruises--from the chest to the abdomen, to the thighs and to the toes, and his toenails seeped infected fluids. During this period, the police would incite inmates to force-feed heroin (brought in by drug addict Sun Hongwei) into Wu Changyi's nose, and stuff the heroin into his eyes. Then inmates Zhang Xiping and others wrapped him in a blanket and tied him tightly, leaving only his nose free for breathing. They wouldn't even allow him to sit up when eating.

On December 5, 2004, policeman Liu Yunhe punished practitioner Peng Yongtao by forcing him to stand against a wall for six hours and then put him into the "assaulting steadfast practitioners" room for further persecution. Policeman Long Weilin joined him and urged inmates Zhang Bo, Wang Hao and Zhang Xiping to severely beat Peng Yongtao, causing him to be covered with large bruises all over his body. Policeman Huang Guanghui shouted, "All methods used on you Falun Gong practitioners are allowed by law."

When questioned about the long-term overtime labor, policeman Zuo Weilin argued, "The Reeducation through Labor Bureau sanctions working overtime." The labor camp became the place for them to illegally squeeze out extra value from the laborers' work. In the labor camp, the working hours are over 17 every day, from 5:30 a.m. until 2 a.m. the next morning; sometimes the non-stop working hours amounted to 37. Even so, the majority of people were unable to complete their work quota. Due to a severe lack of sleep, many people were very weak and could not walk stably. In addition, there is scarcely any time off. All the laborers' grandest wish is to have a good sleep. Every laborer's workload is several times higher than is customary and the labor is laborious manual work. To force laborers to complete the work quota, the guards in every class would not allow them to sleep until they finished their quota.

To deal with an inspection team, they do not allow the laborers to speak the truth. As soon as an inspector comes, they immediately order everyone to stop working, turn off the lights, forbid the laborers to make a sound, and lock the workroom door from the inside. As soon as the token inspector leaves, they immediately issue orders to resume work, and make them work even longer to make up for the time delay.

The prison guards' salary is higher than that of other occupations. The police in the Zhongba Labor Forced Camp are insatiably greedy. They not only seek bribes from laborers' family members for so-called "taking good care of their loved ones," but also extend the laborers' work hours to create more income for themselves. Moreover, some police officers even steal the money taken from the prisoners' families as the "room and board fee."

In Team Two of Division Five in the Zhongba Forced Labor Camp, the division head and policemen accept bribes. In exchange for money, they allowed drug addicts Cheng Binbin, Zhong Liang, Chen Jianping and Ma Hong to go home to visit their families on holidays. When these drug addicts brought drugs back into the labor camp, the police did not care. They simply allowed them to do it at will. These rich and powerful drug addicts have a lot of connections; they gang up with the police to commit evil acts. However, the so-called "crackdown on misconduct" activities held in the labor camp in fact only target those who are unable finish their quota. The real criminal behavior is that of the drug addicts and the police. They collude with each other and get what they want: the drug addicts get term reductions and the police get ruthless tools and bribes.
