Shandong Province's Rong City Brainwashing Center constantly changes the locations that it uses to hold brainwashing sessions. None of these rooms have signs posted to show what their function is, and everything is done in secret. They have no permanent location. On one particular occasion, the Rong City Brainwashing Center held their secret sessions in room 111, on Level One, of the Rong City Rubber Factory's Chengshan Hotel. Local 610 Offices from Weihai City and Rong City, as well as others, have been using this venue to persecute Falun Dafa practitioners.

Officials from the Rong City 610 Office kept female practitioner Ms. Du Chengying from sleeping for an entire week. They also forced hot chili oil down her throat and handcuffed her hands behind her in a way that caused a deep gash in her back. When Ms. Du's husband went to visit her there, officials refused to let him see her because they didn't want him to see the injuries they had caused. These same officials also ordered other female inmates to strip Ms. Du of her clothing to humiliate her. Because of the long periods of having her hands cuffed behind her back, she had great difficulty putting her clothes back on. These officers also ordered Ms. Du to stand naked at an open, un-curtained window in full view of the Rong City Rubber Factory's office building. Anyone inside the office building could clearly see her if they looked out of their windows. The jailers used these sorts of degrading acts to try to force Ms. Du to give up her belief in "Truthfulness, Compassion and Forbearance."

In July 2004, practitioner Ms. Qu Xiufen went to Weihai City to visit her sister Ms. Qu Shaodan, who was working there. When she unlocked the door of her sister's rented apartment, three police officers charged at her from the inside, arrested her, and then jailed her at the Weihai Detention Center. The head of the Weihai 610 Office, surnamed Che, and another 610 officer named Sun forcefully took Ms. Qu Xiufen to the Rong City Brainwashing Center (at the Rong City Chengshan Hotel) to be persecuted.

These 610 Office hirelings then forced Ms. Qu to sit on a chair with her legs tied to the chair's front legs. Next they tied her arms to the chair's sides. Later, they used a long piece of cloth to tie one of her wrists, and then pulled it tightly behind her back toward to the other wrist, which was pulled over her shoulder. Then they tied her wrists together. This kind of torture method is called "Carrying a Sword on the Back" and is particularly cruel when the wrists are pulled with pieces of cloth because the wrists are closer than when using handcuffs. The perpetrators quickly tied her mouth with a long white cloth so that the hotel personnel would not hear her. They pulled the cloth so tightly from behind that she could not make any noise whatsoever. At this point female inmate Yan Liying (approximately 40 years old) and three sisters: Li Cuihua (approximately 38 years old), Li Cuixiang (approximately 44 years old) and Li (last name, approximately 60 years old) all crowded around her. They teased and laughed at her, as well as intentionally touching and pinching her chest, armpits and inner thighs in front of the leering male 610 Office staff.

A brutal female 610 Office employee, Xing Jianping (from Rong City) wound sticky tape around Ms. Qu's eyes and pulled it harshly behind her head. She pulled the tape so tightly behind her head that the pressure on her eyes caused her to see stars and become dizzy. The others all stood to one side laughing at her while this was happening. They wanted Ms. Qu to give in and beg for mercy so that they could achieve their goal of "transforming" her.
