Exposing the Crimes of Yin Shuiping, Head of the 610 Office in Yongxing County, Hunan Province By a practitioner
(Clearwisdom.net) Yin Shuiping is the head of Yongxing County's 610
Office. He is from Ruilai Township, Yongxing County, and has been working
in the county government for years. After the Chinese Communist regime started
to persecute Falun Gong, he got promoted. In order to gain fame and serve his
personal interests, he did not differentiate goodness from evil and has
committed so many crimes against those who practice righteous cultivation that
they cannot all be counted. Moreover, he doesn't regret his behavior at all. The
following is an expose of his evil acts. 1. Illegally searching and stealing from practitioners' homes In the past several years, Yin Shuiping has led police officers to intrude
into many practitioners' homes and conduct illegal searches without official
permits. The searches have occurred in the daytime, evening, night or early
morning. Each time they break into several homes. They usually start by
threatening and trying to deceive the practitioners, saying, "Someone
reported you to the police." Then they rummage through chests and boxes
looking for Dafa books or materials. In the end, they smash the electric
appliances, break the furniture, and destroy the doors and windows. They take
away anything of value. For example, one practitioner had prepared new furniture
worth 4000 yuan for his son who was going to get married. The police
took the entire set of furniture to the township government office. Later the
practitioner's family paid 600 yuan to get only a portion of the furniture back.
The police have even taken away things like bags of rice, vegetable oil, peanuts
and vegetables. Some practitioners have endured having their homes searched five
or six times. About 50 families have suffered such robbery to differing degrees. 2. Arresting, detaining, and sentencing practitioners If they find any Dafa books or materials as they are searching the homes, the
police not only take away all the materials but also illegally
arrest the practitioners immediately. After interrogation, they then hand
the practitioners over to the detention center. More than 60 practitioners have
been detained in such circumstances. More than half of them have been detained
more than twice. Some have even been detained six times. Those who are detained
for distributing truth-clarifying materials or for clarifying the
truth are persecuted more severely. About 20 people have been sentenced to
forced labor camps and five sentenced to prison, with a maximum term up to nine
years. (That case was handled by another county.) 3. Brutally torturing practitioners After practitioners are arrested, they are subjected to brutal beatings. They
are kicked or punched, slammed in the face, forced to kneel down, handcuffed,
shackled, or both, shocked with electric batons, burnt with cigarettes, or
whipped with leather straps. Some are also brutally force-fed. When one
practitioner was force-fed in the detention center, the police held her hair and
pushed her down on the ground. Several others held her hands, feet, head, and
chest. They maliciously used a bamboo tube with one end sharpened and inserted
it into her mouth, breaking one tooth and causing a great deal of bleeding. They
still continued the force feeding, opening her mouth with the bamboo tube and
pouring salt water through it. The sharpened bamboo caused punctures around her
whole mouth, which filled with blood. Such inhuman tortures have taken place
many times. 4. Holding brainwashing sessions In order to try to "brainwash" practitioners, they held
brainwashing sessions. However, they all ended unsuccessfully. For example, in
December 2004 the county 610 Office held a brainwashing session and ordered
related work units to send practitioners. One responsible person from each work
unit was also told to attend. Each attendee was told to pay 1800 yuan for the
class. However, the practitioners as well as the work units were all strongly
opposed. Yin Shuiping blamed the related leaders, "Use any measures
necessary to get people to attend; otherwise you will be responsible."
Giving in under Yin's despotic power, a work unit would send six or seven people
to break into a practitioner's home at night and carry the practitioner away.
When a certain work unit did not cooperate with Yin, he personally led several
police to the residential building where the practitioner lived. They waited in
the car near the building. When the practitioner came back from a farmers
market, several police showed up and quickly pulled her to the car. The
practitioner was even not allowed to take the vegetables home. A practitioner
took the whole family and left home when hearing the news of this persecution.
Yin kept harassing the work unit that the practitioner worked for and threatened
the unit to pay the class "tuition" of 1800 yuan. He was refused face
to face. There were about 20 practitioners who suffered such "concentration
camp-type" persecution. 5. Extorting money and valuables from practitioners During each home search, in the name of law, the unscrupulous authorities in
fact commit the crime of theft by extorting money from the practitioners as a
so-called "fine." For example, a township leader with four or five
cadres broke into a practitioner's home late at night. They beat whoever came
their way and rummaged through chests and boxes. They took away a bankbook with
more than 21,000 yuan in it and later managed to illegally draw the money out of
bank. After paying the so-called "fines," most people were not given
any receipts or were just given handwritten ones. The money actually went into
the pockets of the police. We are aware of nearly 80 people who have been fined,
blackmailed or robbed by their work units to the tune of nearly 500,000 yuan in
cash; 3,000 yuan in property valuables; and 35,000 yuan in fines. We challenge
the law enforcement and human rights organizations to investigate how these
"fines" are used. Return these victims' money and property.
Reestablish fair treatment and stop persecuting Dafa. We will seek legal
redress. 6. Violating personal freedom All local practitioners are under close watch by their work units, the 610
Office, the police station, and the resident community committee. Those who are
regarded as key figures are even monitored 24 hours a day. During the holidays
they are told to show up at specific locations to "sign in." About 100
people have been called day and night and harassed. They have been arrested
walking down the street. For example, two years ago a practitioner was walking
along a street with a plastic bag in her hand. Yin Shuiping saw her and stopped
her. A few minutes later, a police car arrived and the practitioner was taken to
the police station and later to the detention center. She was released after
paying a fine. 7. Abuse of power Besides persecuting practitioners themselves, Yin also targets their friends
and relatives and even their work units. One day, Yin went to a work unit and
then illegally broke into a practitioner's home. When he discovered some
materials, he immediately went to the work unit and threatened the head of the
unit, "You did not manage your employee well. Do you want to keep your
position?" The work unit head immediately agreed to pay the fine and also
agreed to pay their hotel and entertainment costs. Once Yin wanted to go to
Yuelai Hot Spring to enjoy himself but he didn't have much money, so he brought
several local police officers to a practitioner's home. They illegally ransacked
it, smashing furniture and searching carefully, which created a horrible scene.
When the Dafa books were found, Yin started to knock on the top of the table,
scolding and threatening, then "sweet-talking." Once they got the
money, they immediately rushed out and went to the hot spring. The 610 Office personnel have all kinds of privileges and yet resort to all
kinds of tactics to persecute practitioners. No other government branches dare
to get involved. No one is to question or investigate them. Moreover, this
reprehensible organization is often praised by their CCP superiors and rewarded
with funds that come from the common people. With power and money, they are
unrestrained in their continued persecution of Falun Gong. The people long for "Truthfulness-Compassion-Forbearance."
Upholding "Truthfulness-Compassion-Forbearance" is safeguarding
essential human morality. If more people stand up and call for righteousness,
