Pang Zhenku, over 50 years old, was the former Party secretary in Daitun Village of Jiudaoling Town. He was corrupt in his dealings with others. Pang closely followed Jiang's regime to persecute Falun Gong practitioners in the village. He illegally monitored practitioners, reported them to the police, and arrested them. In 2001, three practitioners were illegally detained for 15 days in Yi County Detention Center because of him, suffering financial loss. Practitioners in the village clarified the truth to him many times, but he did not listen. Later he fought with an electrician. He not only beat the electrician, but also made up "evidence" and had him sent to jail.

In 2005, Pang died of cancer at home. People in the village said that his death was due to retribution.

Zhang Maoyan, about 50 years old, was the former Party secretary in Miaoergou Village, Jiudaoling Town. He was also a corrupt officer, and people in the village disliked him. He closely followed Jiang's regime to persecute Falun Gong. He led others to go to practitioner Cai Jichun's home to confiscate personal property and threaten practitioners into giving up the practice. He often defamed Dafa and Teacher. Dafa practitioners often clarified the truth to him, but he did not listen. Instead, he continued following the CCP and slandering Dafa.

In 2006, Zhang Maoyan died in a car accident.

Cai Fangzhu, over 50 years old, was t he former Party secretary in Xingxingtun Village, Jiudaoling Town. He took the Party Secretary position after the persecution of Falun Gong started on July 20, 1999. He persecuted practitioners; monitored them and reported their whereabouts to the police. Practitioners in the village often clarified the truth to him. Not only did he refuse to listen to them, he often destroyed truth-clarification materials and even said words against Dafa over a loudspeaker in public. Once he removed a Dafa banner in person. In the spring of 2004, while Cai was walking down the street, he was knocked down by a truck and died at the scene.

Wang Jianxia, over 50 years old, was the former Party Secretary in Sunbaitun Village, Jiudaoling Town. He was also a corrupt officer. He closely followed official policies to persecute practitioners. He illegally monitored practitioners in the village and forced them to report to the village official regularly. He also threatened and intimated practitioners, demanding that they give up their practice. Practitioners clarified the truth to him many times, but he did not listen. Practitioners in the village were detained or sent to the labor camp, and he was involved in the process. Later, he fought with other people seeking a promotion. However, he was sued and jailed.

Li Changfu, over 50 years old, was the Assistant Principal of Jiudaoling Middle School. Once during a meeting when all the students and teachers in the school were present, he publicly defamed and slandered Dafa, ordering students not to practice Dafa. Soon afterwards, he contracted hemorrhagic fever. He spent lots of money and went to many places to see doctors, but could not find a cure. He was in extreme pain and died at home.
