Practitioner Xuan Liqiang, a lecturer at the College of Marine Products, Guangdong Ocean University, was arrested by plainclothes police officers in March 2006.

He was held at the Xiashan Detention Center in Zhanjiang City for three months and then sentenced to two years of forced labor. This because he refused to renounce his beliefs.

He was taken to the Special Control Division at Sanshui Forced Labor Camp in Guangdong Province, where the guards resorted to various methods to make him renounce his belief. When the original sentence expired in March 2008, the guards claimed Xuan Liqiang "behaved poorly" and continued to detain him. During this time some leaders at the university fired him without any explanation.
