persecution that took place in 41 cities or counties in 14 provinces. In this
report, 23 practitioners were subjected to mistreatment during their detention
and at least 71 practitioners were illegally arrested. 1. [Beijing] Practitioner Mr. Qi Shichun Arrested, His Family Left in a
Difficult Situation Mr. Qi Shichun, 62 years old, lives in the Guang'an Gate area in Xuanwu
District, Beijing. At around 9 p.m. on February 23, 2008, several police
officers from the Guang'an Police Station and several community security
officials broke into Mr. Qi's home and ransacked it. They confiscated an MP4
player and arrested him. He is being detained in the Xuanwu District Detention
Center. It is reported that he was sentenced to two years of forced labor. Guang'an Police Station: 86-10-63463008 2. [Liaoning Province] Masanjia Forced Labor Camp's New Scam Recently, officials from Masanjia Forced Labor Camp have started to drop in
on Falun Gong practitioners who have been be detained there and are currently on
parole. They tell them to go to the labor camp to complete the termination
process. Two or three labor camp guards and local police officers to to those
practitioners' homes to threaten them. The practitioners are told to go as soon
as possible; otherwise, they will be brought back to the labor camp at anytime. 3. [Huizhou City, Guangdong Province] Chief of Huicheng District State
Security Division Prevents Lawyers from Accepting Falun Gong Cases On January, 1, 2008, Chief of Huicheng District Police Department State
Security Division Yang (given name unknown) arrested practitioner Mr. Cao
Jianshan, a middle school teacher. Mr. Cao was sentenced to one year of forced
labor. Recently, Mr. Cao's wife hired a lawyer for his case. However, Yang and
other police officials prevented the lawyer from accepting this case. They also
did not allow Mr. Cao's family and friends to visit him. Yang's cell phone: 86-13802872655 4. [Wendeng City, Shandong Province] State Security Division Police Officer
Xiang Hongping Continues to Persecute Practitioners Ms. Wang Jianzhen, in her 40s, is a practitioner from Yadongtou Village,
Wendeng City. Ms. Wang was arrested in 2005 while she was distributing Falun
Gong truth-clarification materials. She managed to escape, but she
had to become homeless to avoid persecution. On March 5, 2008, when she went
back to her home, Xiang Hongping, a police officer from the Wendeng City State
Security Division, and a couple of other police officers broke into her home.
They pulled her by her hair into the police car. She was later sentenced to one
and a half years of forced labor and taken to Wangcun Forced Labor Camp. Mr. Du Kesong is a practitioner from Shihuiyao Village, Songcun Town, Wendeng
City. On March 19, 2008, officials from Wendeng City Police Department
instigated the officials from the Wendeng City Industry and Commerce Bureau to
follow Mr. Deng. Later, Xiang Hongping and other police officers arrested him.

Various Cruel Methods Tian (given name unknown), director of Xihu Prison: 86-414-5538903 6. [Shenyang City, Liaoning Province] Ms. Gao Guiling and Ms. Mo Yuhua
Arrested and Detained in Shenyang City Detention Center Ms. Gao Guiling and Ms. Mo Yuhua are practitioners from Dadong District,
Shenyang City. On March 3, 2008, while Ms. Gao, Ms. Mo, and another practitioner
were distributing truth-clarification materials, they were reported to the
authorities. Police from Liutiaohu Police Station arrested Ms. Gao and Ms. Mo.
Both of their homes were ransacked, and their Falun Gong books,
truth-clarification materials, and equipment were confiscated. That night, they

an elementary school teacher. On the evening of March 15, 2008, while she was
clarifying the truth to people in the vicinity of the Cheng'an County First
Middle School, she was reported to the authorities. Police from the Cheng'an
County State Security Division followed her to Qingyun Road and arrested her on
the charge of carrying the truth-clarification materials. Ms. Yang is being
detained in Cheng'an County Detention Center. Her family is not allowed to visit
her. 8. [Wuhai City, Hubei Province] Officials from Qianjiang City 610 Office and
Qiangjiang City State Security Division Arrest Practitioners and Send Them to
Brainwashing Classes in Wuhan City On March 5, 2008, officials from the Qianjiang City 610 Office,
Yao Jiamin, the chief of the Qianjiang City State Security Division, and police
officers from the Longwan Police Station went to practitioner Mr. Wang
Xiaoping's home to arrest him. Mr. Wang got rid of his coat while struggling
with them and managed to escape. On the morning of March 17, 2008, officials from the Qianjiang City 610
Office and the Qianjiang City State Security Division went to practitioner Mr.
Chen Sihai's job and arrested him. They took him to the brainwashing center in
Wuhai City. 9. [Jilin Province] Latest Information on Arrested Practitioners in Dong'an
County Ms. Niu Ling, from Yangjiatun area of Helong Town, Jilin Province; Ms. Sun
Xiuying, from Tiexi Village, Dong'an Town; and Ms. Fang Jinghui, from Tiexi
Village, Dong'an Town, were all sentenced to one and a half years of forced
labor and are being detained in Heizuizi Women's Forced Labor Camp in Changchun
City. Mr. An Zhishuang is being detained in Chaoyangguo Forced Labor Camp in
Changchun City. Mr. Jiang Jiucheng is being detained in a forced labor camp in
Shenyang City, Liaoning Province, and another practitioner from Gaojiadian Town
is being detained in the same place as Mr. Jiang. 10. [Shenyang City, Liaoning Province] Police from Zhong Street Police
Station in Shenhe District Arrest Two Female Practitioners on Afternoon of March
20, 2008 Zhong Street Police Station: 86-24-24842708, director's last name is Wang 11. [Harbin City, Heilongjiang Province] Practitioners Mr. Liu Guoliang and
Ms. Wang Fenglan Arrested on March 20, 2008 12. [Beijing] Ms. Lu Xiuzhen and Her Son Mr. Liu Xuesong Arrested Ms. Lu Xiuzhen is a practitioner from Huairou District, Beijing. Ms. Lu's
husband reported her to the authorities while she was practicing the Falun Gong
exercises at home. The local police ransacked Ms. Lu's home and arrested her.
The confiscated a notebook computer that belonged to her son, Liu Xuesong. When
Mr. Liu Xuesong went to the police station to ask for his notebook, not only did
the police refuse to give it back, but they also arrested him. He has been
detained for more than three weeks. 13. [Baicheng City, Jilin Province] Practitioner Mr. Liu Xiaoyong Arrested In February 2008, right before Chinese New Year, Mr. Liu Xiaoyong, a
practitioner from Taobei District, Baicheng City, was arrested. He is being
detained in the Baicheng City Detention Center. 14. [Kunshan City, Jiangsu Province] Practitioner Mr. Zhu Xingfu Arrested at
His Home Ransacked At around 7 p.m. on March 10, 2008, several police officers from the Chaoyang
District Police Station of Kunshan City arrested Mr. Zhu Xingfu (58 years old)
at his home. They ransacked his home as well. Mr. Zhu was sentenced to one month
of detention and is being held in Kunshan City Detention Center. 15. [Tangyuan County, Heilongjiang Province] More information on the
Persecution of Practitioner Mr. Li Haishan After Mr. Li Haishan was arrested, Zhou Tiegang, the chief of State Security
Division, and other police officers came to Mr. Li's home to harass his family.

86-13136982234 (Cell) 16. [Weifang City, Shandong Province] Mr. Zhang Juwu, Teacher at Changle
County Third Vocational School, Arrested On March 7, 2008, officials from the Changle County Anti-Cult Division and
police from the Wutu Town Police Station stopped Mr. Zhang and his wife at the
gate of his school. Without any of the proper paperwork, they arrested him. Then
they ransacked his home and confiscated a copy of Zhuan Falun.
Mr. Zhang was taken to the detention center. 17. [Jilin Province] About Forty Practitioners Arrested in Dehui City Between February 27 and 29 of 2008, police from the Dehui City Police
Department, officials from Dehui City 610 Office, and police from the Changchun
City Police Department conducted mass arrests of practitioners in Dehui City.
According to partial statistics, about 40 practitioners were arrested. Some were
forced to leave home to avoid persecution. This terrifying action was executed
under the guise of "Maintaining Olympic Safety." 18. [Laiyuan County, Hebei Province] Ms. Ren Junying, and Three Other
Practitioners Arrested Ms. Ren Junying, Ms. Xu Huanian, Ms. Ge Xiaoyu, and Ms. Dong Mei are
practitioners from Laiyuan County. They were arrested on the afternoon of March
18, 2008. 19. [Shanghai] List of Practitioners Arrested for Watching New Tang Dynasty
TV On February 22, 2007, the following practitioners from Shanghai were arrested
for watching New Tang Dynasty TV: Ms. Liu Chengmei, Mr. Li (given name unknown),
Ms. Zhou (given name unknown), Ms. Zhang Rongzhu, Ms. Gao Qiudi, Ms. Gao Lingdi,
Ms. Jin Ruifang, Ms. Jin Yuehua, Ms. Xu Cuixia, and Mr. Ma Dongquan and his son,
Mr. Ma Guobiao. (Mr. Ma Guobiao was not watching TV at the time; his whole
family is being detained in Jiading Detention Center). 20. [Kaiping District, Hebei Province] Ms. Mu Guiqiu Released after Her
Arrest On the evening of March 15, 2008, Ms. Mu Guiqiu was reported to the
authorities when she went to Zhaozhuan Village (where the Kaiping Forced Labor
Camp is located) to clarify the truth. That night, officials from the Kaiping
District 610 Office and the police from the Kaiping District Police Station
interrogated and then detained her in the basement of the Kaiping District
Police Department. The next afternoon, she managed to go home with a righteous

clarifying the truth at Jiale Supper Market in Geermu City. She was then
arrested by police officer Wang Jianping. She is imprisoned at the Geermu City

Gaotang County Ms. Guo Guiyuan and Ms. Gao Shulan (wife of Mr. Guo Yuhai) are practitioners
from Houguo Village, Yuqiuhu Community, Gaotang County, Liaocheng City. At
around 1 p.m. on March 18, 2008, they were arrested at home. Ms. Liu Fengzhen
from Maiguantun Village, Yuqiuhu Community, was arrested at the same time. The
three practitioners are imprisoned at the local detention center. Police officer Shi Guangshan (male): 86-13562013128 (Cell) 23. [Shenyang City, Liaoning Province] Mr. Chen Arrested Mr. Chen (given name unknown) from Tiexi District, Shenyang City, was
recently arrested by officers from the Tiexi National Security Division. In
addition, on the afternoon of March 8, 2008, three practitioners from Tiexi
District, Mr. Liu Runlin, Mr. Chen Xin, and Mr. Liu (given name unknown), were
cornered on the street by police cars. Mr. Liu jumped out of the car and
escaped. The other two were arrested. 24. [Dalian City, Liaoning Province] Mr. Liu Honghan and Ms. Ma Mingxiu
Facing Sentence On August 31, 2007, Mr. Liu Honghan, 76, and Ms. Ma Mingxiu, 75, were
arrested at their home in Shahekou District, Dalian City. It is said that they
are facing sentencing by the Shahekou District Court in Dalian City. 25. [Jilin Province] Officers from the Xijiaolu Police Station, Luyuan
District, Changchun City, Harass Practitioners at Home 26. [Heilongjiang Province] Practitioners from Mudanjiang 857 State Farm
Arrested In the morning of March 21, 2008, Mudanjiang 857 State Farm 610 Office agent
Ma Guangpo and police officers Diao Zhonghua, Zhong Limin, Xu Guangjun, and Fan
Yanming broke into Ms. Niu Xifen and Mr. Sun Shouzhang's home, seized their
computer and printer, and arrested the couple. Ms. Niu and Mr. Sun are

Xianfeng's Arrest At around 4 p.m. on March 17, 2008, five police officers from the Macheng
National Security Division and the Longchiqiao Police Station deceived Mr. Yang
Xianfeng and made him open his door. They arrested Mr. Yang without an arrest
warrant and ransacked his home without a search warrant or in the presence of
his family. They seized a computer, books, and other personal property. Mr. Yang
was imprisoned at a detention center the same day and taken to the Wuhan City
Brainwashing Center on March 19, 2008. 28. [Jiaohe City, Jilin Province] Five Additional Practitioners Arrested Ms. Shi Xiuzhen was arrested and her husband, Mr. Liu Zhaofu, was forced to
flee home to avoid arrest on March 18, 2008. The, on March 20, 2008, between 8
and 9 p.m., officers from the Changanjie Police Station, Jiaohe City, broke into
Ms. Wang Jingping's home and arrested Ms. Zhang Min and her husband, Mr. Liu
Zhongchun. At the same time, police officers broke into Ms. Li Jinghua's home
and arrested her. The three practitioners were taken to Changanjie Police
Station. On the morning of March 21, 2008, Ms. Chang Guiyun and Mr. Yuan from
Shongjiang Town were arrested in a computer shop. 29. [Shenyang City, Liaoning Province] Ms. Wang Zhaohui Arrested On March 21, 2008, Ms. Wang Zhaohui from Shenhe District, Shenyang City, and
Ms. Tang (given name unknown) were arrested and taken to the Zhongjie Police
Station. Zhongjie Police Station: 86-24-24861096 30. [Baoding City, Hebei Province] Ms. Kong Hongyun Arrested, Her Home
Searched On March 13, 2008, Ms. Kong Hongyun from Xinshi District, Baoding City, was
arrested. Her home was searched. She is now in the Baoding City Detention
Center. 31. [Beijing] Practitioners Arrested On the morning of March 18, 2008, Mr. Zhang (around 60 years old, first name
unknown) was arrested in his home at the Xicheng District College of Music. On the afternoon of March 18, 2008. Ms. Zhang Shuying, who lives at the
Xinhua News Agency compound in Xicheng District, was arrested by police officers
from Xicheng District and Xuanwu District while she was visiting another
practitioner's home in Xuanwu District. The practitioner's surname was Liu. On the morning of March 20, 2008, Ms. Zhang Yufeng, employee of the Shunyi
District Water Company, was arrested. Last week, Mr. Yang (around 40 years old, first name unknown) from Tongzhou
District, Beijing, was arrested in front of his home. 32. [Dalian City, Liaoning Province] Nanguanling Prison Deny Mr. Lu Guozhan's
Family Visiting Privileges Mr. Lu Guozhan from Dashiqiao City was first incarcerated in Wafangdian
Prison, then transferred to Nanguanling Prison, Dalian City, in December 2007.
Since then, his family has gone to visit him twice, but their visits were denied
by the prison administration. Nor were they allowed give him the items that they

in Prison On March 14, 2008, Ms. Zhi Yeqing from Qingdao City was sentenced to three
years in prison. She is now in Dashan Detention Center. 34. [Fuyu County, Jilin Province] Ms. Wang Shumei and Ms. Chen Guixiang
Arrested In the evening of March 19, 2008, Ms. Wang Shumei and Ms. Chen Guixiang from
Qianhao Village, Caijiagou Town, Fuyu County, distributed truth clarification
materials in Xupozi Village, Yushu County. They were reported by Liu Zhanwen
(male), the local CCP secretary, and arrested by police officers from the Dagang
Township Police Station in Yushu County. They are being held in West Yushu City
Prison. Wang Zhongyi, local CCP secretary: 86-431-83758555 35. [Muling City, Heilongjiang Province] Ms. Zhang Yongmei on Hunger Strike On February 26, 2008, Ms. Zhang Yongmei; her husband, Mr. Dong Xuekun; and
their son, Dong Xiaodong, were arrested by officers from the Muling City
National Security Division and the Beijie Police Station in Muling Town. They
have been imprisoned in Muling City Detention Center. Ms. Zhang has been on a hunger strike since her arrest, and she was
forced-fed. Blood covered her face after each forced-feeding, and she was taken
to the hospital every few days. 36. [Tianjin] Practitioner Mr. Shi Yuping, 62, Faces Trial 37. [Tengzhou City, Shandong Province] Elderly Practitioner Arrested On the morning of March 17, 2008, Mr. Guo (in his 70s, given name unknown)
was reported while he was clarifying the truth in Tengzhou City. He was then
arrested by police officers from Beixin Police Station in Tengzhou City. He was
then transferred to the Tengzhou City Police Department 610 Office the same
afternoon. That night, he was detained at the detention center. On March 18,
2008. police officers searched his home and seized 10 copies of the "Nine
Commentaries on the Communist Party." 38. [Donggang City, Liaoning Province] Ms. Hu Zhongying Arrested and Beaten On the morning of March 7, 2008, Ms. Hu Zhongying from the Four Squads of the
Hongqi No. 1 Brigade in Xinxing District, Donggang City, was reported clarifying
the truth in Donggang Center Hospital. She was then arrested by officers from
Xinxing Police Station. She is now in Donggang Detention Center after 15 days
detention. An officer yanked out a handful of her hair while he was arresting
her. Later, her home was searched, and her Falun Dafa books and truth

officers from the National Security Division and the 610 Office. He has been
forced to undergo brainwashing at the Changan Worker Sanatorium. 40. [Yueyang City, Hunan Province] Mr. Zhao Shiyuan, 70, Lost Retirement
Pension Mr. Zhao Shiyuan from Qianlianghu Town, Yueyang City, 70, was forced to flee
his home to avoid arrest in December 2005. Since September 2007, Yan Dingji,
director of the Chaoyang Residents' Committee, has worked with the local 610
Office to withhold Mr. Zhao's pension, causing Mr. Zhao to live in dire straits.

(Cell) 41. [Yi County, Hebei Province] Mr. and Mrs. Wei Yougui Arrested At around 5 p.m. on March 11, 2008, Nachengsi Village official Zhang Baoliang
(male) led several Domestic Security agents of the Yi County Police Department
to intrude into Mr. Wei Yougui's home, ransack the place, and take his son's
business computer and materials. They arrested Mr. Wei and his wife, Ms. Xu
Guifen (also a practitioner), and detained them in Yi County Detention Center. 42. [Xiaogan City, Hubei Province] Ms. Yang Yongping Taken to a Brainwashing
Center On March 17, 2008, more than a dozen people from the Xiaogan City Seed
Company stormed into practitioner Ms. Yang Yongping's home and took her in
custody at the Guanshan Brainwashing Center located in Wuhan City. She was
recently released from 15 days detention with practitioners Ms. Sun Chunhua and
Mr. Zhang Detang. Xiaogan City Seed Company: 86-712-2823794 43. [Mudanjiang City, Heilongjiang Province] Mr. Dai Qifeng Arrested Mr. Dai Qifeng was formerly employed as a guard in the First Ward of
Mudanjiang City Prison. On the morning of March 21, 2008, police from Yanjiang
Station arrested him from his home and took his computer, printer, and Falun
Dafa materials. 44. [Mudanjiang City, Heilongjiang Province] Ms. Chen Yanwei Arrested On the evening of March 7, 2008, police from Xinglong Station arrested her at
home and took her computer, printer, and Falun Dafa materials. She is under

86-13945329345 (Cell) 45. [Xiaogan City, Hubei Province] 610 Officers Fail to Arrest Ms. Xu Hongmei On March 19, 2008, Yunmeng County (under Xiaogan City) 610 Office agents
tried to take practitioner Ms. Xu Hongmei, a hospital worker, to a brainwashing
center. Ms. Xu escaped, and she was forced to stay away from home to avoid being
mistreated, leaving her seven-year-old daughter at home. She was detained for
two weeks at the end of 2007. 46. [Yuping County, Guizhou Province] Five Practitioners Arrested On the afternoon of January 30, 2008, the police arrested Mr. Yao Maoyuan,
Ms. Chen Huamei, Ms. Liu Julian, Ms. Zhang Sanmei, and Ms. Qiu Bizhen while they
were distributing truth clarifying materials in Shuiwei Town, Cengong County.
The police detained them in the Cengonglaocheng Detention Center and did not

Arrested Three Practitioners on March 18, 2008 48. [Qingdao City, Shandong Province] Officers from Each Police Station in
Chengyang District Recently Surveying Practitioners 49. [Jinan City, Shandong Province] Ms. Liu Yanxia in Custody in Liuchangshan
Brainwashing Center 50. [Guiyang City, Guizhou Province] Two Practitioners Arrested At around 6 p.m. on March 19, 2008, Mr. Dai Qiyuan (employed by the Guizhou
Province Industrial Institute) and another fellow practitioner (name unknown)
were arrested. Their whereabouts are unknown. 51. [Dalian City, Liaoning Province] Ms. Chang Xueling Transferred to Yaojia
Detention Center Ms. Chang Xueling, in her 40s, was arrested from her job on March 10, 2008.
Police from the Baiyun Street Station detained her in a drug rehabilitation
center located on Jinjia Street. They told her family they would release her in
15 days, but they transferred her to Yaojia Detention Center on March 18, 2008,

Trial Mr. Han Jinzhong has been detained in Sixth Urumqi City Detention Center

Court is processing his case. 53. [Ling County, Shandong Province] Mr. Chen Aiguo Taken into Custody 15
Days Ago in Ling County Detention Center Domestic Security Division of Ling County Police Department: 86-534-8261535 Agent Fang Zhenshan: 86-13589907868 (Cell) 54. [Tangshan City, Hebei Province] Ms. Zhang Fenglan and Ms. Yang Xiuying
Arrested Ms. Zhang Fenglan and Ms. Yang Xiuying are both from the Majiagou Area in
Kaiping County, Tangshan City. On the afternoon of March 20, 2008, police from
the Developing Zone Station arrested them when they were clarifying the truth in
the Majiatun Market and ransacked their homes at around 5 p.m. They took Ms.
Zhang Fenglan to Yuehe Detention Center at 11 p.m. and Ms. Yang Xiuying to
