Apple Daily reported on November 19, the British Consulate-General in Hong Kong declared that it will watch closely how the government of Hong Kong will carry out the proposed Article 23 legislation. The statement said that the United Kingdom has the responsibility to ensure that all regulated human rights and freedoms are maintained in Hong Kong as stated in their agreement with China. The newly established legislation by the government of Hong Kong must follow such a requirement. It gave a warning by pointing out that any legislation that does not conform to this principle has the potential to severely damage Hong Kong's well being.
Malaysia Newspaper Star Daily published Chinese Foreign Ministry Spokesman Liu Jianchao's speech. In it he said that there is no government that accepts Falun Gong. Falun Gong is welcomed in more than 60 countries. Falun Dafa practitioners in the United States have received more than 1,000 governmental or congressional awards and recognitions. The United States Congress has unanimously passed a resolution that urges the Chinese government to stop persecuting Falun Gong.
