The move has coincided with a visit from China's Foreign Minister.

On the weekend, Foreign Affairs Minister Alexander Downer issued an order to the Australian Federal Police to enforce laws against permanent banners and loud music at demonstrations outside the Chinese Embassy.

It came just before the arrival of China's Foreign Minister Tang Jiaxuan to Australia on Sunday.

Greens Senator Bob Brown has written to Mr Downer suggesting the actions kowtowed to Beijing by overriding the rights of peaceful protest.

ACT Chief Minister Jon Stanhope says he will directly approach Mr Downer about the matter.

"It seems to me to be an appalling overreaction to a peaceful demonstration," Mr Stanhope said.
