Many Falun Gong practitioners have been detained over term in the First Detention Center of Tangshan City. Some of the practitioners are Zhang Yunping, Guo Xiaohui. Liu Hao, the manager of the detention center, and Mo Shujun, the vice-manager of the detention center, transferred practitioner Zhang Yunqing to the Legislation Institution of Tangshan city, a brainwashing center, to avoid examination. Liu Hao and Mo Shujun concealed the fact that Zhang Yunping and Guo Xiaohui were detained over term.

The "610 Office" [an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.] of Huanan County, Heilongjiang Province was established in 2000. Since then, its members were ordered to follow the orders of Jiang's regime to persecute Falun Gong practitioners. The "610 Office" members imposed a fine from 3,000 to 10,000 Yuan [500 Yuan is the average monthly income for an urban worker in China] to those practitioners who went to Beijing to appeal for Falun Gong. When released from the jail, every practitioner had to pay a 5,000 to 10,000 Yuan fine for bail. If a practitioners went to ask for the bail money back after one year, the practitioner would be required to sign a so-called "Guarantee Statement" [A statement to declare that he or she is remorseful for practicing Falun Gong and guarantees not to practice Falun Gong again, not to go to Beijing to appeal for Falun Gong, and never again associate with any Falun Dafa practitioners]. If the practitioners refuse to sign the statement, the police will refuse to return the bail money. The law states that bail money should be refunded after one year, but so far most practitioners have never received their bail money back because they refused to sign the Guarantee Statement. In some cases the policemen have withheld the bail for over 3 years. This caused the practitioners serious financial burden.

The law-breaking officials of Chibi City in Hubei Province have persecuted Falun Gong practitioners since the persecution started. They beat, insulted, and tortured Falun Gong practitioners both physically and mentally. Zhang Lujun, Huang Jinzhou, Hourui, and Wu Xiaohua were recently sentenced to forced labor for 2 to 3 years. Zhou Guoqiang, a practitioner from Chibi City, was sentenced to the forced labor camp for one and half years on November 1999 when he went to Beijing to appeal for Falun Gong. He was jailed in Shayang Forced Labor Camp. The camp had his term extended for six months because he refused to give up his belief in Falun Dafa. After his extended term expired, the Police Department of Chibi City continued detaining Zhou Guoqian in a detention center. Only after November 25, 2003, was he allowed go back to home on bail, which was paid by his family. When he left jail, he could barely walk due to the abuse he had suffered. Under the pressure, his wife divorced him, and his workplace (The Industry and Commerce Bank) fired him.

Mr. Li Baojin is a practitioner from Yi County of Baoding City in Hebei Province. He was abducted by the policemen of Pishan Police Station in September 2003. In November 2003 the local police in Tanghu Town of Yi County abducted practitioner Li Zhenhai. The policemen of the Airport Police Station of Yi County abducted practitioner Qi Zixuan from Xishan Township of Yi County. These three practitioners were illegally detained at Yi County Detention Center.

Mr. Song Zhanlu, a practitioner of Mancheng County of Baoding City was illegally detained in Balizhuang Forced Labor Camp for over one year. This was the second time he was unlawfully detained. He suffered serious tortures in the labor camp and has hardly been able to eat for over two months.

Ms. Dong Guixia, a practitioner from Suizhong County of Huludao City of Liaoning Province, was illegally sentenced to 3 years of forced labor in 1999 after the persecution started. She was released in 2001 from the notorious Masanjia Forced Labor Camp ahead of the schedule due to her strong righteous thoughts. She was then forced to leave home to avoid further persecution and unlawful arrest. Even so, she was still kidnapped twice by policemen. Ms Dong was recently kidnapped in Shijiazhuang City.

Ms. Wang Yuhong from Jiamusi City of Heilongjiang Province was illegally sentenced to 3 years of forced labor in November 1999 for going to Beijing to appeal for Falun Gong. She was monitored at all times while detained at the Jiamusi Forced Labor Camp. She was released about 50 days ahead of schedule, but was kidnapped again after two months. She was suffering from serious internal injuries from the beatings and was illegally sentenced for another 3 years of forced labor. Once she arrived at the forced labor camp the torture began. Every day she was forced to sit on a small hard bench for over 10 hours and was not allowed to move or speak. Her thighs were covered with blood from to this torture, and she was also handcuffed so long that she lost feeling in her arms for a long time.

The policemen of Zhangge Town Police Station of Fengyun District confiscated electrical appliances and food when they were searching practitioner Liu's home. And they also illegally fined the practitioner 5,000 Yuan. When the policemen of Linyin Road Police Station of Fengyun District were kidnapping Falun Gong practitioners during the spread of SARS, they sent some practitioners with high temperatures to the First Detention Center. They were also monitoring the jailed practitioners' home phones, and asked each family of the jailed Dafa practitioners to pay a 2,000 Yuan fine and an examination fee.
