Chinese Consul-General in Frankfurt Stricken With Sudden Brain Cancer
By Chen Ming and Zheng Yan
(Clearwisdom.net) Shen Yun Performing Arts (SYPA)
International Company was touring eastern Canada when their bus was
vandalized on January 13, 2010, in Ottawa. There were two thin
knife cuts in one tire. A garage technician said that the cuts
could easily lead to a tire explosion at high speed. The police are
investigating the case. (For details see

Yet Chinese Communist Party (CCP) interference and sabotage
consistently meets with failure. In attempts to prevent Shen Yun from performing in Frankfurt,
Germany, Li Haiyan, then-Consul General of the Chinese Consulate in
Frankfurt, wrote to the Prime Minister of the State of Holstein,
denigrating Shen Yun in the form of a state diplomatic letter, on
January 6, 2009. He also contacted consulates of other countries in
Frankfurt, and lobbied them not to attend the Shen Yun shows. These
attempts not only failed to stop the shows, but also encouraged
more people to see the shows. A German human rights organization
exposed Li Haiyan's letter to the Prime Minister, which became
solid evidence of CCP abuse of diplomatic power. (For details see
http://clearwisdom.net/html/articles/2009/2/25/105127.html) In September 2009, Li Haiyan suddenly returned to China, without
even holding a going-away party. He simply disappeared from the
public eye. Departing in such a way is contrary to diplomatic
conventions and remains a mystery to many people. A Chinese blogger
named "overseas passerby" questioned, "How could Consul-General Li
suddenly leave his post without even a party? What happened?"
Several months have passed with no response to the blogger's
inquiry. It was learned recently that Li Haiyan contracted brain cancer
and his condition quickly worsened, so he returned to Beijing to
undergo surgery. He is still battling for his life. For his
colleagues in diplomatic circles, it is difficult to understand why
Li, a man in his early fifties who was strong and healthy, suddenly
developed such a terminal illness. According to insiders, Li Haiyan previously worked as a trade
officer in the Chinese Consulate in Hamburg and belonged to the
Ministry of Foreign Trade, now the Ministry of Foreign Affairs.
During his tenure in Hamburg, whenever Falun Gong practitioners
applied for trade-related documents, he denied their applications.
After he returned to China from Hamburg, he was soon promoted to
Consul General of the Chinese Consulate in Frankfurt. Such quick
advancement is rare. It has been said that he was very good at
guessing the intentions of his boss, yet many believe he was
promoted simply because he followed Jiang Zemin closely in
implementing his policy of persecuting Falun Gong. Li Haiyan spared no effort in interfering with Shen Yun shows,
and his attitude toward Falun Gong did not change. For example,
practitioner Chen Rong submitted a passport renewal application in
March 2009, with all required documents. According to the
information received by the Chinese Consulate, the process should
have taken 15 days. But the Chinese Consulate still hasn't given
her the passport after ten months, with the excuse that her
application is still being processed. (For details see
http://clearwisdom.net/html/articles/2010/1/10/113796.html) It is a heavenly principle that good will be rewarded with good
and evil will meet with karmic retribution. Those who sabotage Shen
Yun shows will also face dire consequences. Many within the CCP
system saw years ago that countless people have received
retribution, including 610 Office heads, political and legal
committee secretaries, police officers, and special agents assigned
overseas. Following the CCP to persecute Falun Gong is not worth
it. As a matter of fact, some diplomats have shown deep repentance.
Pan Xinchun, former Deputy Consul General of the Chinese Consulate
in Toronto, is one such example. On April 25, 2003, The Toronto
Star published a feature letter from Joel Chipkar, a local
businessman, expressing his concern over the SARS cover-up that led
to the spread of SARS in Toronto. On May 1, 2003, Pan Xinchun wrote
a rebuttal letter to the newspaper denying any responsibility for
the cover-up of SARS. He used the situation to accuse Chipkar and
other Falun Gong practitioners of having a "hidden purpose" and
"ulterior motives." Mr. Chipkar filed a libel lawsuit against Pan
in August of that year. On February 3, 2003, the Ontario Superior
Court of Justice found Pan guilty of libel and ordered him to pay
damages to Chipkar. (For details see
http://clearwisdom.net/html/articles/2004/2/4/44782.html) After the verdict, Pan Xinchun had to return to China. According
to insiders, he was remorseful for his behavior in writing that
letter. At that time, his father was visiting him in Canada. Both
father and son held each other and cried after the verdict was
announced. The CCP tried to dispatch Pan to the Chinese Embassy in
Britain, but the British government declined saying he was not
welcome in their country. There are still some diplomats who abuse their diplomatic
immunity and instigate hatred to help persecute Falun Gong
practitioners. Li Haiyan's cancer and Pan Xinchun's verdict should
raise the alarm for diplomats who still behave as CCP spies. A truly wise person will heed heaven's principles break free
from the CCP, and as a result gain a bright future for him or
herself. Even if they still lack the courage to publicly abandon
the CCP, they should at least stop being henchman for the CCP, thus
bringing misfortune to them and their families. Evildoers can never escape the punishment of conscience and
morality. There is still time to stop the crimes and repent. I hope
those who have done wrong won't miss this opportunity. Written on January 19, 2010
