(Clearwisdom.net) The Chaoyang City Political and Law Committee's 610 Office utilizes every opportunity and means available to persecute Falun Gong practitioners. During the 11 years of the persecution in Chaoyang City and its surrounding areas, it has been confirmed that 39 practitioners have died as a direct result of being persecuted and three people suffered a mental collapse due to the severity of the torture.

The Changyang 610 Office has systematically implemented the Chinese Communist Party's (CCP) policies to harass and torture Falun Gong practitioners, including breaking them down mentally and physically and cutting off their economic resources. Some of the directives from the CCP have included directly cremating practitioners with no need to identify the body, labeling cases of beating practitioners to death as suicide and following ideology that "there is no measure too excessive in dealing with Falun Gong."

The 610 Office directly leads the persecution and involves other government agencies, such as police departments, domestic security divisions, and judiciary branches, in committing crimes against practitioners as well.

The following high-ranking officials have led the subordinate 610 Offices within the five counties and two districts to persecute practitioners: heads of the Changyang Political and Law Committee Qu Liancun, Jiang Yuandong and Yao Huijun, as well as heads of the 610 Office Bai Yunjing, Li Shengfang, and Han.

The following is a partial account highlighting Chaoyang 610 Office's persecution of Falun Gong:

The Chaoyang 610 Office held three forced brainwashing sessions led by Pei Hua between May 2001 and May 12, 2002. The police and local cadres forcefully removed practitioners from their homes and took them to the brainwashing center. They also forced practitioners to pay a 1,000 yuan fee and another 200 yuan for meals. Those who remained steadfast in their belief and could not be "transformed" were then sent to detention centers or forced labor camps.

On October 25, 2001, the Chaoyang 610 Office deployed a large police force to arrest more than 40 practitioners including Hu Jianguo, Cao Zhiyong, and Li Qunfang. Many of them were sentenced to 7-14 years in prison.

In October 2002, more than 20 practitioners were arrested in Jianping County. Nine of them were charged with falsified crimes. Li Hailin and Xu Shuhua were sentenced to 13 years and 6 years in prison, respectively.

Several practitioners from Chaoyang City were also arrested in December 2002.

The persecution in the region became even more severe and widespread when Qu Liancun was promoted to be the director of the Chaoyang Political and Law Committee in 2005.

On May 23, 2007, the Chaoyang 610 Office and the Chaoyang municipal government distributed 290 copies of document No. 2007-21 to the subordinate counties and government branches. This document outlined their policy regarding the persecution of Falun Gong. The document was entitled, "Suggestions of Chaoyang City Government in Dealing with the Counterrevolutionary Propaganda of Falun Gong." They ordered the subordinate officials to carefully study this document and to widely promote it among their staff.

On August 1, 2007, 42 practitioners were arrested in Beilu Township, Lingyuan City by police from Chaoyang Domestic Security Division and officers from the Lingyuan Police Department. Practitioner Mr. Hu Yanrong was killed. Many other practitioners were detained for four months and then sentenced to jail or forced labor camps. Li Jingfang and Li Zhanguang were each sentenced to four and a half years in jail, Ma Yanhua and Zhang Guiju each to four years in jail, Dong Xiuqin and Han Fengzhen each to three and a half years in jail, and Guo Fengxian, Liu Jincheng, and Wang Xuejun each to three years in jail. Practitioners Wang Xiaoyu, Guo Cairong, Hu Yuanli, Liu Li, and Li Yingzhi were subjected to forced labor; Liu Li was briefly released before being sent to the forced labor camp and Li Yingzhi was later bailed out. Officers from the Lingyuan Police Department, led by Wang Guilin and Chen Zhi, also extorted a lot of money from many practitioners and their families.

On the evening of February 24, 2008, and the next morning, the Chaoyang 610 Office dispatched a large police force to arrest 12 practitioners. After being detained for several days, these practitioners were illegally sentenced to jail or forced labor. Pan Yufeng was sentenced to eight years in jail, Feng Li and Zhang Qi each to seven years in jail, Li Yingxuan and Zhu Xiumei each to six years in jail, Jinfei to four years in jail, Chen Shumei to three years in jail, Li Wensheng to three years in jail (later postponed), and Li Yaxuan to forced labor. Wu Jinping and Yu Huijuan were tortured nearly to death, and Chen Baofeng died as a result of torture eight days after being detained.

From February to July 2008, 48 practitioners from Chaoyang City and its suburbs were arrested. Ten of them were given heavy sentences, one was killed, four were tortured nearly to death, and nine were subjected to forced labor. Nearly 100 practitioners in Lingyuan and Beipiao Counties were harassed and many of them were forcefully removed from their homes. Many were forced to sign against their will guarantee statements to no longer practice Falun Gong and had to leave their homes and become homeless in order to avoid further harassment thereafter. The 610 Office also ordered local lawyers not to accept any Falun Gong cases, threatening that their licenses would otherwise be revoked.

In July 2009, the Chaoyang Police Department distributed an outlined plan on how to persecute practitioners and ordered all subordinate counties and districts to implement it. As a result, many practitioners in the region were harassed and arrested. Many were also forced to leave their homes and become destitute in order to avoid being arrested.

In September 2009, the Chaoyang 610 Office secretly ordered its subordinate counties and districts to prioritize closely monitoring practitioners while the CCP prepared to celebrate its 60th anniversary.
